The Evidence for Media Literacy

Finland is widely regarded as the world leader in media literacy education, and it is no coincidence that it also ranks among the countries most resistant to disinformation, despite sharing a 1,340-kilometer border with Russia. Finnish schools have integrated media literacy into the curriculum since 2016, teaching students to analyze sources, recognize manipulation techniques, and produce their own media critically.

The results are measurable. The Open Society Institute's Media Literacy Index consistently ranks Finland first in resistance to fake news. A 2022 Stanford study found that students who received media literacy training were significantly better at distinguishing reliable from unreliable sources and detecting manipulative techniques in advertising and political communication.

Why Some Governments Resist Media Literacy

If media literacy is so effective, why do many countries not prioritize it? The uncomfortable answer is that media-literate citizens are harder to govern. A population trained to question sources, detect manipulation, and demand evidence does not only resist foreign propaganda — it also scrutinizes its own government's messaging more carefully.

Authoritarian regimes have obvious incentives to avoid teaching critical media analysis. But even democratic governments face trade-offs: media literacy programs sometimes include analyzing government communications and political advertising, which sitting politicians may find uncomfortable. The debate over what counts as 'media literacy' versus 'political indoctrination' is itself a political question.

Nevertheless, the evidence is clear: societies that invest in media literacy education are more resilient to propaganda of all kinds. The investment is relatively small — it requires curriculum changes and teacher training, not expensive technology — and the returns compound over generations.
