Media Capture

How aspiring autocrats control the information environment — from buying media outlets to weaponizing social media to undermining trust in journalism.

Controlling the Narrative

Free media is democracy's early warning system. This is precisely why it is among the first targets of aspiring autocrats. Media capture takes several forms:

Ownership capture: Allies of the ruling party buy up private media outlets. In Hungary, over 80% of media is now owned by government-aligned oligarchs who received the outlets through coerced sales or politically directed purchases.

Regulatory pressure: Tax audits, licensing requirements, and selective enforcement of broadcasting rules are used to punish critical outlets. In Turkey, major media companies were seized after the 2016 coup attempt.

Ad revenue manipulation: Governments steer lucrative state advertising to friendly outlets and starve critical ones. In many countries, government ad spending is the largest single source of media revenue.

Delegitimization: Leaders brand all critical media as 'fake news,' 'enemies of the people,' or agents of foreign influence, undermining public trust in independent reporting.
