The Major Democracy Indices

Several organizations produce annual assessments of democratic health worldwide. Freedom House rates countries as Free, Partly Free, or Not Free based on political rights and civil liberties. Its annual Freedom in the World report has been published since 1973 and is the most widely cited democracy index.

V-Dem (Varieties of Democracy), based at the University of Gothenburg, provides the most granular measurement, scoring countries on over 470 indicators grouped into categories like electoral democracy, liberal democracy, participatory democracy, deliberative democracy, and egalitarian democracy. The Economist Intelligence Unit's Democracy Index classifies countries as full democracies, flawed democracies, hybrid regimes, or authoritarian regimes based on electoral process, government functioning, participation, political culture, and civil liberties.

What They Actually Measure

Democracy indices disagree because they define democracy differently. Freedom House emphasizes individual rights and civil liberties, reflecting a liberal tradition. V-Dem distinguishes between multiple types of democracy, recognizing that a country can be strong on electoral competition but weak on minority rights. The Economist's index gives weight to political culture, meaning a country with free elections but low civic engagement can score poorly.

These methodological choices produce different conclusions. Singapore is 'Partly Free' for Freedom House, a 'flawed democracy' for The Economist, and an 'electoral autocracy' for V-Dem. India's downgrade from 'Free' to 'Partly Free' by Freedom House in 2021 was more controversial than its simultaneous downgrade by V-Dem, because Freedom House's binary categories make a downgrade feel more dramatic than a gradual decline on a continuous scale.

Case Study: Why the Same Country Gets Different Grades

The three major indices measure democracy differently, so they can rate the same country differently. The table lays out their methods and shows the divergence on hard cases.

Worked interpretation: the disagreement is a feature, not a bug. India's 2021 downgrade felt dramatic under Freedom House's three-box scheme but registered as a gradual slide on V-Dem's continuous scale, illustrating how binary categories exaggerate a single step while continuous ones smooth it. Reducing democracy to one label always loses information: is a state with free elections but a captured judiciary more democratic than one with independent courts but restricted suffrage? The indices force that trade-off into a number, so they are best read together, as starting points rather than verdicts.
