Maximizing Speaking Time
How to get called on more often, use every second strategically, and be heard above the noise.
In a 60-person committee with 90-second speaking times, the general speakers list alone would take 90 minutes if everyone spoke once. In reality, not everyone gets on the list and moderated caucuses replace much of the speakers list. The delegates who speak most aren't lucky — they're tactical.
How Speaking Time Works
You get speaking opportunities through three channels:
- General speakers list — sign up early, you'll get your turn
- Moderated caucuses — raise your placard, the chair selects speakers
- Right of reply / points — procedural tools for responsive speaking
