In a 60-person committee with 90-second speaking times, the general speakers list alone would take 90 minutes if everyone spoke once. In reality, not everyone gets on the list and moderated caucuses replace much of the speakers list. The delegates who speak most aren't lucky — they're tactical.

How Speaking Time Works

You get speaking opportunities through three channels:

1. General speakers list — sign up early, you'll get your turn
2. Moderated caucuses — raise your placard, the chair selects speakers
3. Right of reply / points — procedural tools for responsive speaking

Tactical Approaches

Propose moderated caucuses. This is the single best way to increase speaking time. The delegate who proposes a mod typically gets to speak first, sets the sub-topic (which you've prepared for), and signals leadership to the chair.

Raise your placard early and clearly. Chairs often select delegates who raise first. Hesitating for a second costs you the spot. If you have something to say, commit.

Make every speech count. A 60-second speech with one clear point and specific evidence is better than a 90-second speech that rambles. Chairs give speaking time to delegates who use it well.

Use yields strategically. If you finish early, yield to a friendly delegate rather than yielding to the chair. This doubles your bloc's airtime.

Speak on diverse sub-topics. Don't give the same speech three times. Cover different angles to show range. If you spoke about financing in the last mod, speak about implementation in the next one.

3. What counter-arguments would the strongest opposition raise? Anticipating opposition is the single highest-leverage skill in competitive activities. The best delegates and debaters prepare for the strongest version of opposing arguments, not the weakest.

Building Your Resource Library

Develop a personal library of go-to sources for the concepts and issues that matter most for your work. For most MUN and debate competitors, the core library includes:

• Primary documents: UN resolutions, treaty texts, government statements relevant to your committee or topic.
• Quality secondary sources: think-tank reports (CFR, Brookings, CSIS, Chatham House), peer-reviewed journal articles, recognized news outlets.
• Historical context: foundational books and articles on your topic area.
• Recent developments: news in the last 90 days that affects your position.

Why Sustained Practice Matters

The difference between bronze-level and gold-level performance in MUN and debate is not raw intelligence — it is hours of structured practice. Recognized champions typically practice 5-10 hours per week between competitions, not the night before. Build sustainable practice habits, and your performance will improve cumulatively across seasons.
