The International Response to Sudan

Why the world's worst humanitarian crisis has received so little international attention and what efforts are underway.

The Attention Deficit

Despite being the world's largest displacement crisis and one of the worst humanitarian catastrophes of the 21st century, Sudan has received remarkably little international attention. Multiple factors explain this neglect. The war in Ukraine and the Israel-Gaza conflict have dominated diplomatic bandwidth and media coverage. Sudan lacks a powerful diaspora lobby in Western capitals. Neither warring party is a clear ally of any major power, reducing strategic interest.

The UN Security Council has been largely paralyzed on Sudan. Russia and China have resisted strong action, and the council has failed to impose meaningful consequences on either party for obstructing aid or committing atrocities.

Diplomatic Efforts

Several parallel diplomatic tracks have attempted to address the conflict. The US and Saudi Arabia co-hosted the Jeddah talks in 2023, achieving a short-lived ceasefire framework that neither side respected. The African Union and IGAD (Intergovernmental Authority on Development) have pursued their own mediation efforts, though competition between these tracks has sometimes undermined coherence.

The international community faces a fundamental dilemma: neither the SAF nor RSF appears interested in negotiations, as each believes it can achieve a military victory. Without leverage to change this calculus — through sanctions, arms embargoes with teeth, or conditional aid — diplomatic efforts have gained little traction.

What Would Effective Action Look Like?

Analysts have proposed several measures: enforcing the arms embargo to cut off external support, targeted sanctions on leaders of both sides, a civilian protection mandate for a regional or UN force, and massive humanitarian funding. Each faces obstacles — the arms embargo requires cooperation from supplier states, sanctions need Security Council unity, and a protection force needs troop contributors willing to deploy into an active war zone.
