The International Response
How the world reacted: Western unity, Global South divisions, UN votes, and the limits of international institutions.
Western Unity — and Its Limits
The invasion triggered an unprecedented Western response. Within weeks:
- The EU activated its European Peace Facility to fund weapons transfers for the first time
- Germany reversed decades of defense policy, committing to a €100 billion military modernization fund and sending weapons to a conflict zone
- Finland and Sweden applied for NATO membership, ending decades of neutrality
- The US and allies began transferring increasingly advanced weapons: Javelins, HIMARS, Patriot systems, and eventually F-16 fighter jets
However, Western support has faced domestic political headwinds. In the US, aid to Ukraine became increasingly partisan. European nations have debated the pace and scale of military support, with some arguing for negotiation over escalation.
