A Different Playing Field

International policy briefs operate under constraints that domestic briefs do not face. Your reader may be a delegate from Japan, a minister from Kenya, or a commissioner from the European Union — each bringing different legal traditions, political systems, cultural communication norms, and policy priorities. A brief that works in Washington may puzzle readers in Geneva or Nairobi.
