A Different Playing Field

International policy briefs operate under constraints that domestic briefs do not face. Your reader may be a delegate from Japan, a minister from Kenya, or a commissioner from the European Union — each bringing different legal traditions, political systems, cultural communication norms, and policy priorities. A brief that works in Washington may puzzle readers in Geneva or Nairobi.

Organizations like the United Nations, the World Bank, the OECD, and the African Union have developed distinctive brief-writing traditions precisely because of these challenges. Understanding their conventions is essential for anyone working in international policy, development, or diplomacy.

Conventions of International Briefs

Diplomatic neutrality in language. International briefs avoid language that implies one country or system is superior. Instead of 'developing countries should adopt Western regulatory frameworks,' write 'evidence from multiple regulatory approaches suggests that transparency mechanisms improve outcomes.' The World Bank learned this lesson the hard way — its early structural adjustment policy papers were widely criticized for cultural insensitivity.

Comparative evidence. International readers expect evidence from multiple countries and regions. A brief that cites only US or European examples will be dismissed by readers from other regions. Include at least one example from each major region your audience represents.

Legal pluralism. Different countries operate under common law, civil law, Islamic law, customary law, and hybrid systems. Policy recommendations must be adaptable across legal traditions. The best international briefs state principles and let each country determine the legal mechanism.

Translation awareness. Many UN and EU briefs are translated into multiple languages. Avoid idioms, cultural references, and humor that do not translate. 'Moving the goalposts' is meaningless in languages where football is not a common metaphor.

Structure for Multilateral Audiences

The OECD Policy Brief format is widely regarded as a gold standard for international audiences. Its typical structure:

1. Key messages — Three to five bullet points on the first page. This is what delegates will read in the elevator before a session.
2. The challenge — A framing of the problem that resonates across contexts. Avoid framing that implies the problem only exists in certain countries.
3. What works — Evidence-based findings, drawn from cross-country comparisons where possible.
4. Policy recommendations — Concrete, actionable, and adaptable to different national contexts. 'Governments should consider establishing independent oversight bodies' is better than 'Governments should create an agency modeled on the US EPA.'

The entire brief rarely exceeds four pages. Annexes with country-specific data, methodology notes, or extended case studies can be attached separately for readers who want depth.
