The Intelligence Landscape

Every major state maintains intelligence services tasked with collecting information about threats, providing analysis to decision-makers, and sometimes conducting covert operations. The United States has the world's largest intelligence community, comprising 18 agencies with a combined budget exceeding $90 billion. The CIA handles human intelligence and covert action abroad. The NSA conducts signals intelligence, intercepting electronic communications worldwide. The FBI handles domestic counterintelligence and counterterrorism.

Britain's MI6 (Secret Intelligence Service) specializes in human intelligence abroad, while GCHQ handles signals intelligence. Together with the US, Canada, Australia, and New Zealand, they form the Five Eyes alliance, the world's most extensive intelligence-sharing arrangement. Israel's Mossad is renowned for targeted operations and human intelligence in the Middle East. Russia's FSB handles domestic security, while the SVR conducts foreign intelligence and the GRU manages military intelligence.

Methods and Controversies

Intelligence collection relies on several disciplines. HUMINT (human intelligence) involves recruiting agents inside foreign governments, terrorist organizations, or other targets. SIGINT (signals intelligence) intercepts communications, from phone calls to encrypted digital messages. OSINT (open-source intelligence) analyzes publicly available information, an increasingly important discipline in the social media age. IMINT (imagery intelligence) uses satellite and aerial photography.

The Edward Snowden revelations of 2013 exposed the scale of NSA surveillance, including the bulk collection of phone metadata from millions of Americans and the tapping of allied leaders' communications. The scandal ignited a global debate about the balance between security and privacy. Similar controversies have surrounded the Pegasus spyware developed by Israel's NSO Group, which governments used to surveil journalists, activists, and political opponents.

Worked Example: The Iraq WMD Failure (2002-2003)

Intelligence failures come in two flavours: failing to collect, and misreading what you have. The 2003 Iraq case was the second. In the run-up to the March 2003 invasion, the US and UK assessed with high confidence that Iraq retained active chemical and biological weapons programmes and was reconstituting a nuclear one. No stockpiles were found.

The 2004 Butler Review (UK) and the 2004 Senate Intelligence Committee report (US) both concluded the assessments were flawed and overstated. The episode reshaped tradecraft: agencies now stress 'red teaming', explicit confidence levels, and dissent channels precisely because a shared consensus proved catastrophically wrong.
