Professional lobbying in Washington is a multi-billion dollar industry. In 2023, reported lobbying spending exceeded $4 billion. Lobbyists work either 'in-house' for a single organization or at firms that represent multiple clients.

What lobbyists actually do varies widely: they provide information and expertise to legislators and staff, draft bill language, organize testimony at hearings, facilitate meetings between stakeholders and officials, build coalitions, and track legislative developments. The most effective lobbyists succeed not through arm-twisting but by becoming trusted sources of information — legislators face thousands of complex issues and rely on outside expertise.

The 'revolving door' is a central feature: former members of Congress, congressional staff, and executive branch officials frequently become lobbyists, leveraging their relationships and insider knowledge.

Worked Example: An Information Subsidy in Action

Imagine a bill to expand tax credits for domestic semiconductor manufacturing. A trade-association lobbyist who supports it does not try to convert opponents. Instead, they concentrate resources on legislators who are already sympathetic and lower the cost of those legislators acting. The table maps each move to the underlying theory.

The Equity Catch

This reframing is reassuring only up to a point. Any interest with money can supply these subsidies; interests without money cannot. Consumer, environmental, and low-income constituencies rarely field lobbyists who can hand a staffer a finished memo and draft text. So even a system with zero bribery still systematically amplifies well-resourced voices — which is why disclosure rules and countervailing public-interest advocacy matter.
