Draft Resolution Politics

The journey from working paper to passed resolution is where MUN gets most political. Multiple blocs compete to get their language into the final document, and the delegate who controls this process controls the committee's outcome.

The Lifecycle

1. Working papers — informal documents circulated during unmods (no formal formatting required)
2. Signatures — you need a minimum number of sponsors to introduce it as a draft resolution
3. Draft resolution — formally introduced, now follows UN formatting, can receive amendments
4. Amendments — friendly (accepted by sponsors) or unfriendly (requires committee vote)
5. Vote — simple majority in GA; 9/15 with no P5 veto in Security Council

The Politics of Working Papers

Be first, but not too first. The first working paper circulated has a structural advantage — delegates are more likely to join an existing paper than start from scratch. But introducing it before you have allies means it dies.

Control the merge. When two working papers merge, the person who facilitates the merger gains influence over the combined document. Volunteer to lead the merge — you'll decide how language is combined and what stays.

The signatory game. Getting signatures isn't just about reaching the minimum. More signatories = more momentum = easier to attract fence-sitters. Make it easy for delegates to sign: explain the paper briefly, show how their country's interests are represented, and don't pressure.

Friendly amendments as strategy. Once your paper is introduced, use friendly amendments to add language that brings in uncommitted delegates. 'We'll add a clause on technology transfer if Brazil and India co-sponsor' — this grows your coalition in the endgame.

Defending against unfriendly amendments. If someone proposes an amendment that would gut your paper, organize your bloc to vote it down. Brief your allies on what amendments to expect and why to oppose them.
