Draft Resolution Politics

The strategic maneuvering around working papers, mergers, and getting your draft introduced as THE resolution.

The journey from working paper to passed resolution is where MUN gets most political. Multiple blocs compete to get their language into the final document, and the delegate who controls this process controls the committee's outcome.

The Lifecycle

  1. Working papers — informal documents circulated during unmods (no formal formatting required)
  2. Signatures — you need a minimum number of sponsors to introduce it as a draft resolution
  3. Draft resolution — formally introduced, now follows UN formatting, can receive amendments
  4. Amendments — friendly (accepted by sponsors) or unfriendly (requires committee vote)
  5. Vote — simple majority in GA; 9/15 with no P5 veto in Security Council
