Digital Democracy: Technology Meets Participation
How digital platforms are being used to enable new forms of citizen participation — from vTaiwan's consensus-building to Decidim's participatory governance.
The Promise of Digital Democracy
The internet was supposed to revolutionize democracy. In theory, digital tools could enable millions of citizens to participate in governance directly — deliberating on policy, proposing legislation, and voting on decisions from their homes. The reality has been more complicated: the internet has enabled misinformation, polarization, and manipulation at least as effectively as it has enabled participation.
But several pioneering experiments have shown what digital democracy can achieve when designed well. These platforms move beyond simple online voting to create structured environments for deliberation, consensus-building, and collaborative decision-making.
