Content Moderation

The challenges platforms face in policing speech — from hate speech and incitement to the tension between safety and free expression.

The Scale of the Problem

Facebook alone receives over 2 million content reports per day. YouTube users upload 500 hours of video every minute. No human workforce can review this volume in real time, so platforms rely heavily on AI systems that flag potentially violating content.

These automated systems struggle with context. Sarcasm, satire, cultural references, and regional dialects all create false positives and false negatives. A post quoting hate speech to condemn it may be indistinguishable from one endorsing it without human judgment. Content moderation at scale is, as legal scholar Kate Klonick puts it, 'the hardest problem on the internet.'
