Climate Refugees

The Legal Gap

People displaced by climate change — rising sea levels, desertification, extreme weather events — do not meet the 1951 Convention's definition of a refugee. Climate change is not 'persecution,' and it is not linked to race, religion, nationality, social group, or political opinion.

The term 'climate refugee' is widely used in media and advocacy but has no legal status. UNHCR officially prefers 'persons displaced in the context of climate change and disasters' — a deliberately unwieldy phrase that reflects the absence of a clear legal framework. This gap leaves millions of people displaced by environmental factors without international protection.
