What Is a Just Transition?

The energy transition will create millions of new jobs in clean energy — but it will also eliminate millions in fossil fuels. A 'just transition' means ensuring that workers, communities, and countries dependent on fossil fuels are not left behind. This includes retraining programs, economic diversification, social safety nets, and community investment.

The concept originated in US labor movements in the 1990s and was formally recognized in the Paris Agreement's preamble. Real-world examples vary in success: Germany's coal commission allocated €40 billion for affected regions, while the US Inflation Reduction Act (2022) targeted clean energy investment in fossil fuel communities. But in many developing countries, workers in informal fossil fuel sectors have no safety net at all.

• Theoretical lineage: which scholars and traditions have shaped how the concept is understood?
• Empirical evidence: what does systematic research show about the concept's application?
• Policy implications: how do decision-makers actually use this concept in practice?
• Critiques: what are the strongest objections to the concept's usefulness?

The layered understanding that comes from working across these dimensions is what serious political and diplomatic research requires.
