The Anatomy of a Campaign

A well-designed advocacy campaign moves through distinct phases. Research and framing: understand the problem, the policy landscape, and how to frame your issue for your audience. Strategy development: define goals, identify targets, map allies and opponents, develop a theory of change. Coalition building: recruit partners, align on messaging, assign roles. Execution: deploy tactics — lobby visits, media outreach, grassroots mobilization, digital campaigns. Evaluation: measure progress, adapt tactics, learn for future campaigns.

The best campaigns tell a compelling story. Policy details matter, but people are moved by narratives: who is affected, what's at stake, and what a better future looks like.
