A well-designed advocacy campaign moves through distinct phases. Research and framing: understand the problem, the policy landscape, and how to frame your issue for your audience. Strategy development: define goals, identify targets, map allies and opponents, develop a theory of change. Coalition building: recruit partners, align on messaging, assign roles. Execution: deploy tactics — lobby visits, media outreach, grassroots mobilization, digital campaigns. Evaluation: measure progress, adapt tactics, learn for future campaigns.

The best campaigns tell a compelling story. Policy details matter, but people are moved by narratives: who is affected, what's at stake, and what a better future looks like.

Case Study: MADD

Mothers Against Drunk Driving, founded in 1980, is a model of disciplined campaign design. Rather than a vague 'awareness' goal, MADD pursued specific, measurable policy targets: a national minimum drinking age of 21 (achieved via the 1984 National Minimum Drinking Age Act), tougher penalties, and later a 0.08 blood-alcohol standard adopted nationwide. It paired emotionally powerful survivor stories (narrative) with hard crash statistics (evidence) and sustained the effort across decades. Alcohol-related traffic fatalities fell substantially over that period — a reminder that clear goals plus sustained execution beat one-off bursts of attention.
