Bloc Leadership
How to organize, manage, and lead a multi-country bloc through negotiation to resolution.
A bloc leader isn't the delegate who talks the most — it's the delegate who organizes the group, gives everyone a role, and keeps the coalition moving toward a shared goal.
The Bloc Leader's Job
- Set the agenda — Define what the bloc wants and what it's willing to compromise on
- Assign roles — Who drafts which clauses? Who negotiates with the other bloc? Who gives the next speech?
- Maintain cohesion — Keep everyone informed, address concerns before they become defections
- Negotiate on behalf — Represent the bloc's interests in inter-bloc negotiations
- Drive the paper — Ensure the working paper reflects the bloc's consensus and moves forward
