Bloc Leadership

A bloc leader isn't the delegate who talks the most — it's the delegate who organizes the group, gives everyone a role, and keeps the coalition moving toward a shared goal.

The Bloc Leader's Job

1. Set the agenda — Define what the bloc wants and what it's willing to compromise on
2. Assign roles — Who drafts which clauses? Who negotiates with the other bloc? Who gives the next speech?
3. Maintain cohesion — Keep everyone informed, address concerns before they become defections
4. Negotiate on behalf — Represent the bloc's interests in inter-bloc negotiations
5. Drive the paper — Ensure the working paper reflects the bloc's consensus and moves forward

Practical Leadership Techniques

The Unmod Huddle: At the start of every unmod, gather your bloc for 2 minutes. Update everyone: 'Here's where we are, here's what we need, here's who's doing what.' This prevents drift.

Inclusive Authorship: Let bloc members write clauses they care about. A delegate from Nigeria writes the clause on African development; a delegate from Brazil writes the clause on climate finance. Everyone feels ownership.

Delegate Speeches: Don't hog all the moderated caucus time. Tell bloc members: 'You take the next mod on cybersecurity since that's your country's strength.' This builds allies and shows the chair you're a team builder, not a spotlight seeker.

Conflict Resolution: When two bloc members disagree on language, mediate immediately. Don't let it fester. Find compromise wording or agree to bracket the disputed text for later.

Progress Tracking: Keep a running list on paper: which clauses are done, which need work, who's talking to the other bloc. Organization is invisible but essential.

Bloc Leadership Traps

• Dictating instead of facilitating — If bloc members feel bossed around, they'll leave for the other paper. Lead by making people feel heard, not overruled.
• Doing everything yourself — You can't draft, negotiate, and give speeches alone. Delegation is leadership.
• Ignoring dissent — If a bloc member has a concern and you brush it off, they'll raise it later as an unfriendly amendment. Better to address it now.
• Tunnel vision — So focused on your paper that you don't notice the other bloc growing larger. Stay aware of the full committee landscape.
