The Scenario: International Water Rights
Three countries share a river that flows from Country A (upstream) through Country B to Country C (downstream). Country A wants to build a dam for hydroelectric power. Country B needs irrigation water for agriculture. Country C depends on the river for fisheries and drinking water.
Additional complications: Country A and C have a security alliance, B and C share a trade agreement, and an international environmental organization is pressuring all three to maintain minimum water flows for ecosystem health. Each country has a domestic audience that constrains what its negotiators can accept.
This scenario combines multi-issue negotiation, coalition dynamics, agent-principal tensions (negotiators vs. domestic audiences), and cultural differences — all the concepts from this course.
