A Wahlkreis is the German term for an electoral constituency — a defined geographic area whose voters elect a single representative directly. The concept is central to Germany's federal electoral system but also applies to Austria, Switzerland, and other German-speaking jurisdictions, as well as to elections to the European Parliament from German states.
In the German federal system, the country is divided into 299 Wahlkreise for elections to the Bundestag. Each voter casts two votes: the Erststimme (first vote) selects a constituency candidate by simple plurality (first-past-the-post), while the Zweitstimme (second vote) is cast for a party list at the Land level and determines the overall proportional distribution of seats. The candidate who wins the most Erststimmen in a Wahlkreis receives a direct mandate (Direktmandat).
Wahlkreis boundaries are reviewed by a standing electoral districting commission (Wahlkreiskommission) appointed by the Federal President, which reports to the Bundestag. The Federal Elections Act (Bundeswahlgesetz) requires that constituency populations not deviate substantially from the average; deviations above 25% trigger mandatory redistricting.
Historically, mismatches between Erststimme and Zweitstimme results produced Überhangmandate (overhang seats) when a party won more direct constituencies in a Land than its proportional share warranted. The 2023 reform of the Bundeswahlgesetz, passed by the SPD–Greens–FDP coalition, abolished overhang and compensatory seats and capped the Bundestag at 630 seats; under the new rules a Wahlkreis winner is no longer guaranteed a seat if their party's Zweitstimme share is insufficient. The Federal Constitutional Court largely upheld the reform in its July 2024 ruling, though it struck down the elimination of the 5% threshold's grandfathering clause.
At the Land level, each German state defines its own Wahlkreise for state parliament (Landtag) elections, with varying mixes of direct and list seats.
