The Virginia-class transfer refers to the centerpiece of the AUKUS partnership's submarine pathway, announced jointly by the leaders of Australia, the United Kingdom, and the United States in San Diego on 13 March 2023. Under the plan, Australia would acquire conventionally-armed, nuclear-powered attack submarines (SSNs) in a phased process designed to close the gap between the retirement of the Collins-class diesel-electric fleet and the eventual fielding of a new trilateral design known as SSN-AUKUS.
The transfer has several announced components:
- Submarine Rotational Force-West (SRF-West): From around 2027, U.S. and UK SSNs are to rotate through HMAS Stirling near Perth, building Australian crew familiarity and host-nation infrastructure.
- Sale of Virginia-class boats: Beginning in the early 2030s, the United States intends to sell Australia three Virginia-class submarines, with an option for up to two more, pending U.S. congressional authorization and certification that the transfer will not weaken U.S. undersea capability.
- SSN-AUKUS: A UK-designed, U.S.-technology-equipped class to be built in both the UK and Australia, with first Australian-built delivery targeted for the early 2040s.
The arrangement required amendments to U.S. export control regimes, including changes to the International Traffic in Arms Regulations (ITAR) and provisions in the FY2024 National Defense Authorization Act authorizing the sale. It also relies on the 1958 U.S.-UK Mutual Defence Agreement and a trilateral Agreement for Cooperation on Naval Nuclear Propulsion signed in 2024.
The transfer has drawn scrutiny over U.S. shipyard production rates (currently below the roughly two Virginia hulls per year needed to sustain both U.S. and Australian demand), nonproliferation precedent for transferring highly enriched uranium-fueled reactors to a non-nuclear-weapon state under the NPT, and regional reactions, particularly from China, Indonesia, and Malaysia.
Example
In March 2023, U.S. President Joe Biden, Australian PM Anthony Albanese, and UK PM Rishi Sunak announced in San Diego that Australia would purchase at least three Virginia-class submarines from the United States starting in the early 2030s.
