The United Nations System Staff College (UNSSC) is the inter-agency learning and knowledge-management institution of the United Nations system. Headquartered in Turin, Italy, on the same campus as the ILO International Training Centre, it also operates a Knowledge Centre for Sustainable Development in Bonn, Germany.
UNSSC was formally established by the General Assembly through resolution A/RES/55/278 in 2001, which adopted its Statute and transformed the earlier UN Staff College Project (initiated in the mid-1990s) into a permanent system-wide institution. It became operational as a Staff College on 1 January 2002.
Its mandate is to:
- Design and deliver learning, training and knowledge services for personnel of UN organizations, member states, and partners.
- Strengthen inter-agency collaboration and a shared management culture across the UN system.
- Support implementation of system-wide priorities, notably the 2030 Agenda for Sustainable Development and UN reform.
Programming is organized around portfolios such as sustainable development (delivered largely from Bonn), peace and security, leadership and management, and the UN Laissez-Passer–linked onboarding for new staff. The College runs courses for UN Resident Coordinators, members of UN Country Teams, and senior leaders, and has played a visible role in operationalizing the 2019 repositioning of the UN development system.
Governance rests with a Board of Governors chaired by the UN Deputy Secretary-General, with representatives from UN funds, programmes and specialized agencies. The College is funded primarily through course fees, voluntary contributions from member states (Italy and Germany are major hosts and donors), and partnerships, rather than from the regular UN budget.
UNSSC is not a degree-granting university; it issues certificates of completion and professional credentials. For Model UN delegates and IR researchers, it is most relevant as the institutional mechanism by which the UN builds coherence, leadership pipelines, and SDG fluency across its many entities.
