The United Nations Educational, Scientific and Cultural Organization (UNESCO) is a specialized agency of the UN system, headquartered in Paris. Its constitution was adopted in London on 16 November 1945 and entered into force on 4 November 1946 after ratification by 20 states. The preamble famously states that "since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed."
UNESCO's mandate spans five program areas: education, natural sciences, social and human sciences, culture, and communication and information. Its governance comprises a General Conference of all member states (meeting every two years), an Executive Board of 58 members, and a Secretariat led by a Director-General. Audrey Azoulay of France has served as Director-General since 2017.
Among its most visible instruments are the World Heritage Convention (1972), which administers the World Heritage List of cultural and natural sites; the Convention for the Safeguarding of the Intangible Cultural Heritage (2003); and the Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005). UNESCO also coordinates the Man and the Biosphere Programme, the Intergovernmental Oceanographic Commission, and global education frameworks including SDG 4 monitoring.
The agency has experienced significant political turbulence. The United States withdrew in 1984 under the Reagan administration citing mismanagement and politicization, rejoined in 2003, then announced withdrawal again in 2017 (effective end of 2018) along with Israel, largely over perceived anti-Israel bias following the 2011 admission of Palestine as a member state. The US rejoined in July 2023. The United Kingdom withdrew in 1985 and rejoined in 1997.
