It usually opens with a prepared statement, followed by a question-and-answer period. Unlike a written press release, a press conference allows reporters to probe, clarify, and challenge in real time, which is why political communications teams treat them as high-stakes events.
In diplomatic practice, press conferences serve several functions: announcing policy, signaling positions to foreign governments, responding to crises, and shaping domestic public opinion. They can be solo (one principal) or joint, as when two leaders appear together after a bilateral meeting—a format common at G7, G20, and NATO summits. Joint press conferences are themselves diplomatic instruments: the choice of who stands at the podium, the order of questions, and whether questions are taken at all can all carry signaling weight.
