A policy resolution is a written proposal that sets out a body's position on an issue and prescribes concrete steps to address it. In Model UN, it is the principal document produced in committee: delegates negotiate clauses, sponsors and signatories are recorded, and the chair places the draft on the floor for debate, amendment, and a final vote. In real legislatures and inter-governmental bodies, the term has a similar function — a text that expresses collective will and, depending on the forum, may be binding or merely recommendatory.
Most policy resolutions follow a standard structure:
- Preambular clauses that frame the problem, cite prior instruments, and acknowledge context. These typically begin with participles such as Recalling, Noting with concern, or Reaffirming.
- Operative clauses that lay out the action to be taken, numbered and beginning with active verbs like Calls upon, Requests, Decides, or Encourages.
The legal weight of a policy resolution depends on the issuing body. UN General Assembly resolutions are generally non-binding recommendations under the UN Charter, while UN Security Council resolutions adopted under Chapter VII are binding on all member states. In domestic legislatures, a "simple" or "concurrent" resolution often expresses policy without the force of law, in contrast to a bill or statute.
Policy resolutions are distinguished from procedural motions (which govern how a body conducts business) and from position papers (which state a single delegation's stance prior to negotiation). In Model UN, working papers evolve into draft resolutions once they meet the sponsorship threshold set by the rules of procedure, and become resolutions only after adoption by vote.
Effective policy resolutions are specific about implementation: they identify responsible actors, funding sources or mechanisms, timelines, and reporting requirements. Vague aspirational language tends to weaken both real-world impact and committee scoring.
