The National Unity Government (NUG) is a shadow administration that claims to be the legitimate government of Myanmar, formed in opposition to the State Administration Council (SAC) junta led by Senior General Min Aung Hlaing. It was announced on 16 April 2021, roughly ten weeks after the Tatmadaw's coup of 1 February 2021 deposed the elected National League for Democracy (NLD) government of Aung San Suu Kyi.
The NUG grew out of the Committee Representing Pyidaungsu Hluttaw (CRPH), a body of NLD parliamentarians-elect from the November 2020 elections who refused to recognise the coup. Its cabinet brings together NLD figures, ethnic minority politicians, civil society activists, and representatives associated with the broader anti-junta Spring Revolution. Duwa Lashi La, a Kachin politician, serves as Acting President, while Mahn Win Khaing Than holds the post of Prime Minister.
Key features of the NUG include:
- Federal Democracy Charter: a foundational document outlining a future federal democratic union, designed in part to address long-standing grievances of ethnic armed organisations (EAOs).
- People's Defence Force (PDF): an armed wing announced in May 2021, coordinating with allied EAOs against the junta in an ongoing civil war.
- Diplomatic outreach: offices and representatives in countries including the United States, the United Kingdom, Australia, the Czech Republic, France, South Korea, and Norway, though no state has formally recognised the NUG as Myanmar's government.
International engagement has been mixed. The European Parliament passed resolutions urging member states to engage with the NUG, and the U.S. Congress's BURMA Act (2022) authorised non-lethal assistance to democratic forces. ASEAN has largely sidelined the NUG, instead pursuing its Five-Point Consensus with the junta, which the NUG and many observers consider to have failed. The UN General Assembly's Credentials Committee has repeatedly deferred a decision on Myanmar's seat, leaving the pre-coup ambassador Kyaw Moe Tun—aligned with the NUG—in place.
