The International Telecommunication Union (ITU) is the United Nations specialized agency responsible for matters relating to information and communication technologies (ICTs). Originally founded in 1865 as the International Telegraph Union to coordinate the first international telegraph agreements, it is the oldest existing intergovernmental organization. It adopted its current name in 1932 and became a UN specialized agency in 1947.
ITU is headquartered in Geneva, Switzerland, and has 193 member states alongside more than 900 sector members, including private companies, academic institutions, and other organizations. Its work is organized through three core sectors:
- ITU-R (Radiocommunication Sector): Manages the global radio-frequency spectrum and satellite orbits, including the geostationary orbit, through binding Radio Regulations.
- ITU-T (Telecommunication Standardization Sector): Develops technical standards known as ITU-T Recommendations (for example, the H.264 video codec and the X.509 public-key certificate standard).
- ITU-D (Telecommunication Development Sector): Promotes ICT access in developing countries and helps bridge the digital divide.
The supreme organ of the ITU is the Plenipotentiary Conference, held every four years, which elects the Secretary-General and sets the agency's strategic direction. The current Secretary-General is Doreen Bogdan-Martin of the United States, elected in 2022 and the first woman to lead the organization. The World Radiocommunication Conference (WRC), typically held every three to four years, revises the international Radio Regulations treaty.
ITU also co-hosts the World Summit on the Information Society (WSIS) process, originally convened in Geneva (2003) and Tunis (2005), and plays a coordinating role in global discussions on artificial intelligence, cybersecurity, and emerging digital standards. Its decisions on spectrum allocation and numbering plans (such as international country codes) directly shape how mobile networks, satellites, and the global internet operate.
