The International Labour Organization (ILO) is a specialized agency of the United Nations headquartered in Geneva, Switzerland. It was founded in 1919 under Part XIII of the Treaty of Versailles as an autonomous body of the League of Nations, making it the oldest organization in the contemporary UN system. After the League's dissolution, the ILO became the first specialized agency of the UN in 1946.
The ILO is distinctive for its tripartite governance: each member state is represented by two government delegates, one employer delegate, and one worker delegate, all with independent voting rights. This structure operates across its three principal organs — the International Labour Conference (which meets annually in Geneva and adopts standards), the Governing Body (the executive council), and the International Labour Office (the permanent secretariat headed by the Director-General).
The ILO's core output is international labour standards in the form of Conventions (binding on ratifying states) and Recommendations (non-binding guidance). As of recent counts it has adopted over 190 Conventions covering matters such as freedom of association, forced labour, child labour, discrimination, occupational safety, and migrant workers. Ten Conventions are designated as fundamental, corresponding to the principles in the 1998 Declaration on Fundamental Principles and Rights at Work (amended in 2022 to add occupational safety and health).
Key instruments include Convention No. 87 on Freedom of Association (1948), Convention No. 98 on the Right to Organise and Collective Bargaining (1949), Conventions No. 29 and No. 105 on forced labour, and Conventions No. 138 and No. 182 on child labour. Compliance is monitored by the Committee of Experts on the Application of Conventions and Recommendations and the tripartite Conference Committee on the Application of Standards.
The ILO received the Nobel Peace Prize in 1969 on its 50th anniversary. Its current flagship policy framework is the Decent Work Agenda, organized around employment, social protection, social dialogue, and rights at work. The agency is funded through assessed contributions from member states and voluntary extra-budgetary funding.
