The G20 troika is the informal three-member steering arrangement made up of the country currently holding the G20 presidency, the country that held it the previous year, and the country scheduled to hold it the following year. Because the G20 has no permanent secretariat, the troika is the principal mechanism for preserving institutional memory and ensuring that summit deliberations, working group mandates, and ministerial tracks do not reset each January when the chair rotates.
Members of the troika consult closely on the host's draft agenda, the calendar of sherpa and finance track meetings, and the language of the leaders' declaration. The outgoing chair carries forward unfinished workstreams, the current chair sets new priorities, and the incoming chair signals continuity with what it intends to emphasise the next year. This rolling structure has helped the G20 sustain longer-term initiatives such as the Debt Service Suspension Initiative and the Common Framework for Debt Treatments, the OECD/G20 Inclusive Framework on base erosion and profit shifting, and successive iterations of the Financial Stability Board's work program.

Under Indonesia's 2022 chairmanship, the troika (Italy–Indonesia–India) helped manage divisions over Russia's participation following the invasion of Ukraine. The 2023 Indian presidency operated within an Indonesia–India–Brazil troika, which then rolled to India–Brazil–South Africa in 2024 and Brazil–South Africa–United States in 2025, giving developing economies an unusually sustained influence over the agenda, including on sovereign debt and climate finance.
