The Donetsk People's Republic (DPR, Russian: Donetskaya Narodnaya Respublika) was unilaterally proclaimed on 7 April 2014 by armed pro-Russian separatists who seized government buildings in the city of Donetsk following the Euromaidan revolution and Russia's annexation of Crimea. A disputed referendum on "self-rule" was held on 11 May 2014; Ukraine, the European Union, and the United States rejected it as illegal under Ukrainian law and international standards.
Together with the neighboring Luhansk People's Republic (LPR), the DPR formed the core of the armed conflict in the Donbas region against the Ukrainian government. Fighting from 2014 onward produced the Minsk Protocol (September 2014) and Minsk II agreement (February 2015), brokered with French, German, and Russian involvement under the Normandy Format. These agreements called for a ceasefire, prisoner exchanges, and eventual reintegration with special status, but were never fully implemented.
On 21 February 2022, the Russian Federation formally recognized the DPR and LPR as independent states, days before launching its full-scale invasion of Ukraine. On 30 September 2022, following referendums condemned as shams by Ukraine and most UN member states, Russia announced the annexation of the DPR along with Luhansk, Zaporizhzhia, and Kherson oblasts. UN General Assembly Resolution ES-11/4 (12 October 2022) declared the annexations illegal, with 143 states voting in favor.
Internationally, the DPR has received recognition from only a handful of states, including Russia, Syria, and North Korea. Ukraine, the EU, the United States, and most of the international community continue to regard the territory as part of sovereign Ukraine under temporary occupation. The entity has been administered with Russian passports, the ruble, and Russian legal codes, and its leadership has been sanctioned by Western governments. Its territorial control has shifted throughout the war, and full administrative boundaries claimed by Russia exceed the area its forces actually occupy.
