A diplomatic visa is a specialized travel authorization issued by a host state to foreign officials whose travel is conducted on behalf of their sending state. It is distinct from official or service visas (issued to non-diplomatic government employees) and from courtesy visas (issued to dignitaries who do not formally qualify as diplomats).
Eligibility is generally tied to the bearer's possession of a diplomatic passport and to the nature of the mission. Typical recipients include accredited ambassadors and embassy staff, consular officers, representatives to international organizations, government ministers on official travel, and accompanying family members of the household. Some states extend the category to diplomatic couriers carrying the diplomatic bag.
Issuance is governed by the host state's domestic immigration law but operates against the backdrop of the Vienna Convention on Diplomatic Relations (1961) and the Vienna Convention on Consular Relations (1963), which oblige receiving states to facilitate the entry of accredited personnel. Article 7 of the VCDR permits the sending state to freely appoint members of its mission, while Article 9 reserves the host's right to declare any individual persona non grata, which can include refusing a diplomatic visa.
Privileges typically associated with the visa include fee waivers, expedited processing, multiple-entry validity, and exemption from biometric requirements applied to ordinary travelers. The visa itself, however, does not confer diplomatic immunity; immunity flows from accreditation and notification to the host's foreign ministry, usually through a note verbale. A diplomatic visa can be revoked unilaterally by the host, and revocation often signals deteriorating bilateral relations.
Many states maintain bilateral visa-waiver agreements for diplomatic and official passport holders, allowing short-term travel without prior application; the EU, ASEAN members, and Mercosur states maintain particularly dense networks of such arrangements.
