The China Dream (中国梦, Zhōngguó Mèng) was popularized by Xi Jinping on 29 November 2012, shortly after he became General Secretary of the Chinese Communist Party, during a visit to the "Road to Rejuvenation" exhibition at the National Museum of China in Beijing. Xi defined it as "the great rejuvenation of the Chinese nation" (中华民族伟大复兴), linking it to two centenary goals: building a "moderately prosperous society" by 2021 (the centenary of the CCP) and a "modern socialist country" that is "prosperous, strong, democratic, culturally advanced, and harmonious" by 2049 (the centenary of the People's Republic).
The concept operates on multiple levels. Domestically, it bundles economic development, anti-corruption, cultural confidence, and improved living standards into a single legitimating narrative for continued one-party rule. Internationally, it is paired with the call for a "community of common destiny for mankind" (人类命运共同体) and has been used to frame initiatives such as the Belt and Road Initiative (launched 2013) and Made in China 2025 (announced 2015).
A distinctive feature is its emphasis on the "strong military dream" (强军梦), articulated by Xi in late 2012 and reinforced in the 2015 Defense White Paper, which ties national rejuvenation to a "world-class" People's Liberation Army by mid-century. The slogan also implicitly references the "century of humiliation" (1839–1949), positioning rejuvenation as the reversal of that historical narrative.
Analysts often contrast the China Dream with the American Dream: the former is framed as collective and state-led, the latter as individual. Critics, including scholars such as Elizabeth Economy and Rush Doshi, argue the slogan masks a more assertive strategy of displacing US-led order, while Chinese officials present it as peaceful development. The phrase is enshrined in "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era," added to the CCP Constitution in October 2017 and the PRC Constitution in March 2018.
