Diplomatic shorthand for the cooperative trilateral momentum among the US, Japan, and South Korea launched at the August 2023 Camp David summit.
The phrase "Camp David spirit" refers to the trilateral framework agreed by US President Joe Biden, Japanese Prime Minister Fumio Kishida, and South Korean President Yoon Suk-yeol at their summit on 18 August 2023 at the Camp David presidential retreat in Maryland. It was the first-ever standalone trilateral summit among the three leaders, and produced three documents: the Spirit of Camp David joint statement, the Camp David Principles, and a Commitment to Consult.
Key elements of the framework include:
The summit was politically significant because it institutionalised cooperation between Tokyo and Seoul despite long-standing historical disputes over wartime forced labour and "comfort women" issues. It built on the March 2023 Yoon-Kishida rapprochement, in which South Korea announced a domestic fund to compensate forced-labour victims without requiring direct payments from Japanese firms.
Analysts debate the durability of the "spirit." Because the arrangement rests on executive commitments rather than a treaty, it is vulnerable to leadership change in any of the three capitals. Yoon's impeachment proceedings in late 2024 and subsequent political turbulence in Seoul, along with the 2024 US election, raised questions about whether the trilateral cadence established in 2023 would survive into later administrations.
No. It is a political framework set out in joint statements and a Commitment to Consult, not a legally binding treaty, so it does not require legislative ratification in any of the three countries.
It was the first standalone trilateral summit among the US, Japan, and South Korea, previous trilateral meetings had occurred only on the sidelines of larger gatherings such as the G7 or ASEAN summits.
