The Arrow (Hebrew: Ḥetz) is an Israeli ballistic missile defense system designed to intercept medium- and long-range ballistic missiles at high altitudes, including outside the atmosphere. It is jointly developed and funded by Israel Aerospace Industries (IAI) and the U.S. Missile Defense Agency, with Boeing as a major American partner on interceptor production. The program began after the 1991 Gulf War, when Iraqi Scud strikes exposed gaps in Israeli air defense.
The system comprises several generations:
- Arrow 2 – Entered operational service in 2000. Optimized for upper-atmosphere intercepts of shorter- and medium-range ballistic missiles using a fragmentation warhead.
- Arrow 3 – Declared operational in 2017. An exo-atmospheric hit-to-kill interceptor capable of engaging targets in space, giving Israel a layer above Arrow 2 and complementing David's Sling (medium range) and Iron Dome (short range, rockets and artillery).
- Arrow 4 – Announced in 2021 as a successor to Arrow 2, still under development.
Arrow forms the top tier of Israel's multi-layered air and missile defense architecture. It is integrated with the Green Pine radar and the Citron Tree / Golden Almond battle management systems.
Operationally, Arrow saw extensive use during the October 2023–2024 exchanges with the Houthis in Yemen and with Iran. Israeli officials confirmed Arrow 3's first reported combat intercept in November 2023 against a Houthi long-range missile, and the system was central to defending against the April 2024 and October 2024 Iranian ballistic missile barrages.
In 2023, Germany signed a roughly €3.5 billion contract to purchase Arrow 3, the largest defense export deal in Israeli history, with U.S. approval required because of jointly-funded technology. The sale signaled Arrow's emergence as a strategic export and a pillar of European missile defense planning following Russia's 2022 invasion of Ukraine.
