The ASEAN Regional Forum (ARF) was established in 1994 in Bangkok as the principal Asia-Pacific venue for government-to-government dialogue on political and security issues. It grew out of ASEAN's post-Cold War effort to engage major external powers in a cooperative security framework rather than a formal alliance system.
ARF participants include the ten ASEAN member states plus dialogue partners and other regional actors such as the United States, China, Japan, Russia, India, the European Union, Australia, the Republic of Korea, the Democratic People's Republic of Korea, Canada, New Zealand, Mongolia, Pakistan, Bangladesh, Sri Lanka, Timor-Leste, and Papua New Guinea. This broad membership makes ARF one of the few forums where, for example, the DPRK sits at the same table as the United States and South Korea.
The Forum operates on the basis of consensus and the so-called "ASEAN Way": non-interference, informality, and incremental progress. Its 1995 Concept Paper outlined a three-stage agenda:
- Confidence-building measures (CBMs)
- Preventive diplomacy
- Approaches to conflict resolution (later softened to "elaboration of approaches to conflicts")
In practice ARF has remained largely at the first stage, focusing on transparency exercises, security outlooks, and inter-sessional meetings on counter-terrorism, maritime security, disaster relief, non-proliferation, and ICT security. The annual ARF Ministerial Meeting, held alongside the ASEAN Post-Ministerial Conferences, is the highest-level event and produces a Chairman's Statement.
Critics argue that ARF's consensus rule and aversion to binding commitments limit its effectiveness on hard security issues such as the South China Sea disputes or the Korean Peninsula. Supporters counter that its inclusiveness and habit of dialogue are themselves valuable, particularly given the absence of a comprehensive Asia-Pacific security architecture comparable to the OSCE in Europe. ARF coexists with newer ASEAN-led mechanisms such as the East Asia Summit and the ADMM-Plus.
