Foreign Policy

Zimbabwe's foreign policy is defined by the 'Look East' policy adopted under Mugabe in response to Western sanctions and isolation. China is the dominant economic partner, providing infrastructure investment, mining capital, and diplomatic cover at the UN Security Council. Russia has also become a closer partner, with Zimbabwe supporting Russian positions on Ukraine and other issues.

Within SADC and the AU, Zimbabwe maintains strong liberation-era solidarity with South Africa, Namibia, Mozambique, and Angola. The government's anti-Western rhetoric, particularly regarding sanctions (which Zimbabwe frames as illegal and neo-colonial), is a recurring theme in international forums. Mnangagwa's 're-engagement' strategy has produced limited results, with the EU maintaining targeted sanctions and the US renewing Zimbabwe Democracy and Economic Recovery Act measures.

Zimbabwe is a challenging and distinctive delegation that requires comfort with counter-Western rhetoric. Your primary diplomatic position is opposition to Western sanctions, which you should frame as illegal unilateral coercive measures that harm ordinary Zimbabweans. The AU and SADC have endorsed calls for sanctions removal -- use this continental solidarity.

On land reform, Zimbabwe's position is that it corrected a historical colonial injustice (the unequal distribution of land) and that former colonial powers have an obligation to fund fair compensation as agreed under the Lancaster House Agreement. On minerals, advocate for sovereign resource management and challenge exploitative global supply chains, particularly regarding lithium.

Align with the 'Look East' bloc: China, Russia, and BRICS partners. Within the African Group, Zimbabwe is a vocal defender of sovereignty and anti-imperialism. Key allies include South Africa, Mozambique, China, and Russia. On major votes, Zimbabwe consistently opposes Western-sponsored resolutions on governance and human rights. Build coalitions with other sanctioned states (Cuba, Iran, Venezuela) on the illegality of unilateral coercive measures. Be prepared for confrontational exchanges with Western delegations -- Zimbabwe's diplomatic style is assertive and unapologetic.
