## Uganda's foreign policy

Bilateral posture, key relationships, and live diplomatic statements.

## Foreign Policy

Uganda’s foreign policy is presidential, security-led, and region-first. President Yoweri Museveni remains both head of state and the decisive foreign-policy actor, while Prime Minister Robinah Nabbanja heads government administration; Uganda’s cabinet was reshuffled again in late May 2026, including at Foreign Affairs, reinforcing that major external decisions still run through State House rather than an autonomous foreign ministry [State House Uganda](https://www.statehouse.go.ug/), [Parliament of Uganda](https://www.parliament.go.ug/), [UG Standard](https://ugstandard.com/2026/05/30/museveni-drops-gen-odongo-oryem-and-mulimba-in-foreign-affairs-overhaul/). Kampala’s stated line is Pan-African, non-aligned, and integrationist, but in practice its interests pyramid is clearer than its rhetoric: survival and border security come first, regime security second, regional market access third, and status as a military and diplomatic broker fourth [Ministry of Foreign Affairs of Uganda](https://www.mofa.go.ug/), [BTI Transformation Index 2026: Uganda Country Report](https://bti-project.org/en/reports/country-report/UGA), [World Bank Uganda Overview](https://www.worldbank.org/en/country/uganda/overview).

That hierarchy explains Uganda’s external behavior better than its public doctrine does. The core security file is eastern Democratic Republic of the Congo, where Uganda has worked with Kinshasa against the Allied Democratic Forces under Operation Shujaa since 2021, treating cross-border insurgency as an immediate survival threat rather than a discretionary regional mission [Uganda Peoples’ Defence Forces](https://www.updf.go.ug/), [Presidency of the Democratic Republic of the Congo](https://presidence.cd/), [International Crisis Group](https://www.crisisgroup.org/africa/great-lakes/dr-congo). Regime security is tightly linked to that posture: Museveni uses external deployments and counterterror framing to justify a strong security state at home and to preserve Uganda’s value to Western partners despite criticism of domestic repression and anti-LGBTQ legislation [U.S. Department of State 2023 Country Reports on Human Rights Practices: Uganda](https://www.state.gov/reports/2023-country-reports-on-human-rights-practices/uganda/), [U.S. Congressional Research Service](https://www.everycrsreport.com/reports/R48385.html), [Human Rights Watch](https://www.hrw.org/africa/uganda). Economic interests sit underneath but matter: Uganda depends heavily on regional trade corridors through Kenya and Tanzania, and on East African Community integration, while the East African Crude Oil Pipeline project with Tanzania is a strategic export bet tied directly to foreign-policy positioning [Bank of Uganda](https://www.bou.or.ug/), [East African Community](https://www.eac.int/), [TotalEnergies EACOP](https://totalenergies.com/projects/oil-and-gas/east-african-crude-oil-pipeline).

Its key bilateral relationships are therefore uneven by design. Kenya and Tanzania are essential economic partners because they anchor Uganda’s port access and regional transit routes, while South Sudan is both a security concern and an export market [TradeMark Africa](https://www.trademarkafrica.com/countries/uganda/), [East African Community](https://www.eac.int/), [World Bank](https://www.worldbank.org/en/country/uganda/overview). The United States and United Kingdom remain important aid, security, and training partners, but the relationship is transactional and has deteriorated over rights issues; Washington imposed visa restrictions after Uganda’s Anti-Homosexuality Act, yet security cooperation on Somalia and counterterrorism has continued [White House](https://www.whitehouse.gov/briefing-room/statements-releases/2023/06/16/statement-from-white-house-press-secretary-karine-jean-pierre-on-ugandas-anti-homosexuality-act/), [U.S. Department of State](https://www.state.gov/uganda/), [African Union Transition Mission in Somalia](https://atmis-au.org/). Rwanda is the sharpest regional rivalry. Even after formal border reopening in 2022, distrust over espionage, dissidents, and influence in eastern Congo has persisted, so Uganda and Rwanda cooperate tactically inside East African forums while competing strategically on security [Reuters](https://www.reuters.com/world/africa/rwanda-uganda-reopen-border-after-three-years-closure-2022-01-31/), [International Crisis Group](https://www.crisisgroup.org/africa/great-lakes/uganda-rwanda), [East African Community](https://www.eac.int/).

Uganda’s multilateral profile is active and pragmatic. It is a member of the African Union, East African Community, IGAD, COMESA, the Commonwealth, the G77, and the UN, which it joined in 1962 [United Nations Member States](https://www.un.org/en/about-us/member-states/uganda), [African Union](https://au.int/), [IGAD](https://igad.int/), [COMESA](https://www.comesa.int/). In the UN system, Uganda usually aligns with the African Group and broader Global South positions on sovereignty, development finance, Palestine, and resistance to what it frames as politicized human-rights conditionality [United Nations Digital Library](https://digitallibrary.un.org/), [Ministry of Foreign Affairs of Uganda](https://www.mofa.go.ug/), [Group of 77](https://www.g77.org/). It also uses peace and security contributions to build status: Uganda has long been a major troop contributor in regional and AU-led security missions, especially in Somalia, and converts that record into diplomatic leverage well beyond its economic weight [SIPRI Military Expenditure Database](https://www.sipri.org/databases/milex), [African Union Transition Mission in Somalia](https://atmis-au.org/), [IISS Military Balance](https://www.iiss.org/).

The most useful divergence is that Uganda often breaks from the softer consensus of African non-interference by supporting robust cross-border military action when its own security agenda is at stake. Many African states defend sovereignty in principle; Uganda does too in UN rhetoric, yet it has repeatedly backed interventionist practice in Congo and has historically acted first and justified later when insurgent threats, border influence, or regime interests are involved [United Nations Digital Library](https://digitallibrary.un.org/), [International Court of Justice, Armed Activities on the Territory of the Congo](https://www.icj-cij.org/case/116), [Ug](streamdown:incomplete-link)

About

Uganda is a security-heavy presidential system dominated by President Yoweri Museveni and the National Resistance Movement, and its external profile is larger than its economy: Kampala matters in East Africa less because of GDP than because it fields troops, hosts refugees, and sits at the center of Great Lakes and Nile Basin politics [CIA World Factbook](https://www.cia.gov/the-world-factbook/countries/uganda/), [U.S. Department of State](https://www.state.gov/reports/2023-country-reports-on-human-rights-practices/uganda/), [African Union](https://au.int/en/member_states/countryprofiles2/uganda). Uganda is a unitary presidential republic [CIA World Factbook](https://www.cia.gov/the-world-factbook/countries/uganda/). Museveni remains president after the 2021 election, Prime Minister Robinah Nabbanja heads government business, and the ruling NRM retains parliamentary dominance, giving State House the decisive voice over foreign and security policy [Electoral Commission Uganda](https://www.ec.or.ug/), [Parliament of Uganda](https://www.parliament.go.ug/), [Britannica](https://www.britannica.com/place/Uganda).

The current government is still organized around Museveni personally, but it has just reshuffled part of the foreign-policy machinery. Uganda’s cabinet changes reported at the end of May 2026 included a foreign-affairs overhaul that removed long-serving ministers Henry Oryem Okello and John Mulimba, a reminder that personnel can change without altering the regime’s basic strategic line: preserve regime control at home, keep room for military action in the neighborhood, and balance Western, regional, and non-Western partners without full alignment to any one camp [Congress.gov CRS](https://www.congress.gov/crs-product/IF10209), [UG Standard](https://www.ugstandard.com/museveni-drops-gen-odongo-oryem-and-mulimba-in-foreign-affairs-overhaul/), [BTI 2026 Uganda Report](https://bti-project.org/en/reports/country-report/UGA). In practice, the presidency, the military, and intelligence services matter more than the foreign ministry when Uganda is making hard choices on Congo, South Sudan, or domestic opposition [BTI 2026 Uganda Report](https://bti-project.org/en/reports/country-report/UGA), [U.S. Department of State](https://www.state.gov/reports/2023-country-reports-on-human-rights-practices/uganda/).

Uganda’s place in the world today is that of a mid-sized African state with outsized regional utility. It is a member of the United Nations, African Union, East African Community, IGAD, COMESA, the Commonwealth, and the G77, which gives it a dense multilateral footprint for a lower-middle-income country [United Nations](https://www.un.org/en/about-us/member-states/uganda), [East African Community](https://www.eac.int/member-states/uganda), [IGAD](https://igad.int/member-states/uganda/), [COMESA](https://www.comesa.int/comesa-members/). Its leverage comes from geography and force posture: Uganda borders South Sudan and the eastern Democratic Republic of the Congo, contributes to regional military operations, and hosts one of the world’s largest refugee populations, with more than 1.7 million refugees and asylum-seekers recorded by UNHCR in 2025 [UNHCR Uganda](https://www.unhcr.org/countries/uganda), [Congress.gov CRS](https://www.congress.gov/crs-product/IF10209). That makes Kampala an indispensable but difficult partner for the United States, the United Kingdom, and regional organizations: useful on counterterrorism and stabilization, contentious on democracy and rights [Congress.gov CRS](https://www.congress.gov/crs-product/IF10209), [U.S. Department of State](https://www.state.gov/reports/2023-country-reports-on-human-rights-practices/uganda/).

Economically, Uganda is still a low-income, agriculture-linked economy trying to convert demographics and oil into sustained middle-income growth. The World Bank estimated GDP at about $56.3 billion in current US dollars in 2024, while population passed 50 million, making per-capita income low and job creation pressure intense [World Bank Data](https://data.worldbank.org/country/uganda), [World Bank Uganda Overview](https://www.worldbank.org/en/country/uganda/overview). Coffee remains the leading merchandise export, while gold has also figured prominently in recent export earnings, though trade data in this area can be distorted by re-exports and regional sourcing [Bank of Uganda](https://www.bou.or.ug/), [OEC Uganda](https://oec.world/en/profile/country/uga). The strategic economic story is oil: Uganda, Tanzania, TotalEnergies, and CNOOC are advancing the Lake Albert development and the East African Crude Oil Pipeline, with first oil still treated by the Ugandan government as a transformational objective for revenue, energy, and status [Uganda National Oil Company](https://www.unoc.co.ug/), [TotalEnergies EACOP](https://totalenergies.com/projects/oil/east-african-crude-oil-pipeline), [African Development Bank](https://www.afdb.org/en/countries/east-africa/uganda).

Three issues define Uganda’s current trajectory. First is succession without transition: Museveni has ruled since 1986, and the system’s stability depends on his continued control even as elite competition over the post-Museveni order quietly shapes appointments and coercive politics [BTI 2026 Uganda Report](https://bti-project.org/en/reports/country-report/UGA), [Freedom House](https://freedomhouse.org/country/uganda/freedom-world/2025). Second is security regionalism: Uganda keeps projecting force into neighboring crises, especially eastern DRC and counterinsurgency settings, because regime security and border security rank above non-intervention in Kampala’s interest hierarchy [Congress.gov CRS](https://www.congress.gov/crs-product/IF10209), [International Crisis Group](https://www.crisisgroup.org/africa/great-lakes/uganda). Third is the tradeoff between investment ambitions and governance costs. Uganda wants foreign capital, infrastructure, and energy development, but democratic backsliding, repression of opposition, and rights controversies have increased friction with Western donors and investors at the same time that Kampala is trying to widen ties with China, Gulf states, and other non-Western partners [World Bank Uganda Overview](streamdown:incomplete-link)
