Bilateral posture, key relationships, and live diplomatic statements.

Foreign Policy

Timor-Leste's foreign policy emphasizes multilateralism, small-state solidarity, and gratitude toward the international community that supported its independence. Relations with Indonesia have normalized significantly, with both countries pursuing reconciliation and economic cooperation.

ASEAN accession is a top diplomatic priority. Timor-Leste also maintains strong ties with the Pacific Islands Forum and the CPLP. Australia is a key security and economic partner, though maritime boundary disputes in the Timor Sea have been a source of tension (largely resolved by the 2018 maritime boundary treaty).

MUN Delegate Guide

As Timor-Leste, you are a powerful voice for self-determination, UN peacekeeping, and post-conflict nation-building. Your independence story resonates with colonized and occupied peoples worldwide.

Ally with Portugal, Brazil, and other Lusophone nations. Maintain warm relations with Australia (despite past tensions) and Indonesia (despite the painful history). Support ASEAN positions as you seek membership.

Emphasize development needs, climate vulnerability, and the importance of international solidarity. You can credibly advocate for strong UN peacekeeping mandates and the right of peoples to self-determination.

Avoid relitigating the Indonesian occupation in ways that damage the normalized bilateral relationship -- focus forward on cooperation and reconciliation.
