Bilateral posture, key relationships, and live diplomatic statements.

## Foreign Policy

Timor-Leste’s foreign policy is hedging by necessity, not ideology: Dili seeks security guarantees from Australia and Indonesia, economic upside from China, diplomatic identity through the Community of Portuguese Language Countries, and regional legitimacy through ASEAN, while insisting on a rules-based international order in public rhetoric [Government of Timor-Leste](http://timor-leste.gov.tl/?p=21384\&lang=en), [President José Ramos-Horta](https://presidenciarepublica.tl/2026/06/07/special-address-by-president-ramos-horta-on-the-shangri-la-dialogue-asia-security-summit/), [The Diplomat](https://thediplomat.com/2026/06/why-did-timor-leste-sign-a-comprehensive-strategic-partnership-with-china/). The decision structure is unusually dual: President José Ramos-Horta is Timor-Leste’s most visible foreign-policy voice, but Prime Minister Xanana Gusmão’s government controls execution, especially on energy, investment, and ASEAN accession, making elite alignment between the two men more important than formal constitutional theory [Presidency of the Republic of Timor-Leste](https://presidenciarepublica.tl/2026/06/07/special-address-by-president-ramos-horta-on-the-shangri-la-dialogue-asia-security-summit/), [Government of Timor-Leste](http://timor-leste.gov.tl/?p=37315\&lang=en). Its core interests are stacked in a clear hierarchy: survival through stable borders and non-subordination to larger neighbors, regime and state consolidation through external recognition, economic diversification beyond petroleum, and status through full Southeast Asian integration [World Bank](https://documents.worldbank.org/en/publication/documents-reports/documentdetail), [ASEAN](https://asean.org/timor-leste/), [Government of Timor-Leste](http://timor-leste.gov.tl/?p=37315\&lang=en).

Australia and Indonesia remain the indispensable relationships because they sit at Timor-Leste’s top-tier security and economic interests. With Australia, the anchor is the 2018 maritime boundaries treaty, which settled a long-running dispute and created the legal basis for downstream petroleum planning in the Timor Sea [United Nations Treaty Collection](https://treaties.un.org/Pages/showDetails.aspx?objid=08000002807db75a\&clang=_en), [Permanent Court of Arbitration](https://pca-cpa.org/en/cases/132/). With Indonesia, the priority is political trust and border management after a violent historical relationship; current policy is deliberately reconciliatory, and leaders on both sides publicly frame ties as strategic and forward-looking [Ministry of Foreign Affairs of the Republic of Indonesia](https://kemlu.go.id/), [Government of Timor-Leste](http://timor-leste.gov.tl/?p=37315\&lang=en). China is the most consequential secondary partner: Beijing funds and builds visible infrastructure and in 2026 signed a Comprehensive Strategic Partnership with Dili, but Timorese leaders have coupled that opening with repeated assurances that engagement with China does not replace ties to Australia, Indonesia, or the United States [The Diplomat](https://thediplomat.com/2026/06/why-did-timor-leste-sign-a-comprehensive-strategic-partnership-with-china/), [President José Ramos-Horta](https://presidenciarepublica.tl/2026/06/07/special-address-by-president-ramos-horta-on-the-shangri-la-dialogue-asia-security-summit/). Portugal and Brazil matter less for hard security than for language, legal training, and diplomatic identity through the CPLP [CPLP](https://www.cplp.org/), [Government of Portugal](https://www.portugal.gov.pt/).

Regionally, ASEAN membership is Timor-Leste’s main status objective because it promises market access, diplomatic embedding, and insulation against great-power pressure, but accession has been slow because ASEAN members have questioned Dili’s institutional capacity and economic readiness [ASEAN](https://asean.org/timor-leste/), [The Diplomat](https://thediplomat.com/2026/06/timor-leste-a-test-case-for-the-asean-way/). President Ramos-Horta has used that delay to make a broader argument: ASEAN’s value, in his view, lies in preserving dialogue and restraint when the wider international order fails, a line he repeated in June 2026 after the Shangri-La Dialogue and in regional media remarks [President José Ramos-Horta](https://presidenciarepublica.tl/2026/06/07/special-address-by-president-ramos-horta-on-the-shangri-la-dialogue-asia-security-summit/), [Channel NewsAsia](https://www.channelnewsasia.com/asia/world-leaders-abysmal-failure-uphold-global-order-asean-lessons-timor-leste-president-5174911). Beyond ASEAN, Timor-Leste uses the UN, the Non-Aligned Movement, and the CPLP to amplify sovereignty-based positions that would otherwise be easy for larger states to ignore [United Nations](https://www.un.org/en/about-us/member-states/timor-leste), [Non-Aligned Movement](https://nam.gov.za/member-states/), [CPLP](https://www.cplp.org/).

At the UN, Timor-Leste usually aligns with small-state and Global South preferences on decolonization, Palestinian statehood, self-determination, and multilateral legality, which fits both its historical memory and Ramos-Horta’s long-standing diplomacy [UN Digital Library](https://digitallibrary.un.org/), [United Nations](https://www.un.org/en/about-us/member-states/timor-leste). The important break is that Timor-Leste is not a reflexive ASEAN voter because it is not yet a full member and because its own independence narrative makes it more willing than some Southeast Asian governments to speak in moral-legal terms on occupation, self-determination, and international accountability [ASEAN](https://asean.org/timor-leste/), [President José Ramos-Horta](https://presidenciarepublica.tl/2026/06/07/special-address-by-president-ramos-horta-on-the-shangri-la-dialogue-asia-security-summit/). It also diverges from the sharper anti-China balancing line visible in parts of maritime Southeast Asia: Dili is willing to deepen strategic ties with Beijing even while calling for an open, law-governed Indo-Pacific, because Chinese capital serves a higher-order economic

About

Timor-Leste is a small semi-presidential republic with outsized diplomatic ambition: President José Ramos-Horta and Prime Minister Xanana Gusmão’s IX Constitutional Government is using a broad coalition led by Gusmão’s CNRT to push ASEAN accession, monetize offshore energy, and keep great-power competition from narrowing Dili’s room to maneuver [Government of Timor-Leste](https://timor-leste.gov.tl/?p=33857\&lang=en), [Presidency of the Republic of Timor-Leste](https://presidenciarepublica.tl/2023/05/20/sworn-in-of-prime-minister-kay-rala-xanana-gusmao-and-the-ix-constitutional-government/), [ASEAN](https://asean.org/wp-content/uploads/2023/05/21st-ASEAN-Summit-Chairmans-Statement-Final.pdf). The system is formally a unitary semi-presidential republic, with the president as head of state and the prime minister and cabinet controlling day-to-day government so long as they hold parliamentary backing [Constitution of the Democratic Republic of Timor-Leste](https://www.laohamutuk.org/econ/SDP/2011/ConstitutionOfRDTLEng.pdf), [Government of Timor-Leste](https://timor-leste.gov.tl/?p=33857\&lang=en).

The current political center of gravity is Gusmão’s coalition, formed after CNRT won the largest bloc in the 2023 parliamentary election with 31 of 65 seats and built a majority with PD, KHUNTO, and UDT/PUDD [National Election Commission of Timor-Leste](http://www.cne.tl/en/), [Government of Timor-Leste](https://timor-leste.gov.tl/?p=33857\&lang=en). Ramos-Horta remains a consequential foreign-policy voice, but the government’s actual operating agenda sits with Gusmão and a cabinet that has prioritized petroleum negotiations, infrastructure, food security, and external economic partnerships [Presidency of the Republic of Timor-Leste](https://presidenciarepublica.tl/2026/06/07/special-address-by-president-ramos-horta-on-the-shangri-la-dialogue-asia-security-summit/), [Government of Timor-Leste](https://timor-leste.gov.tl/?p=33857\&lang=en). For MUN purposes, that means Timor-Leste often speaks in moral language on multilateral order and South-South solidarity, but its negotiating behavior is usually anchored in regime stability, development finance, and strategic autonomy rather than ideology [CNA](https://www.channelnewsasia.com/asia/world-leaders-abysmal-failure-uphold-global-order-asean-holds-lessons-timor-leste-president-jose-ramos-horta-5177256), [Ministry of Foreign Affairs and Cooperation of Timor-Leste](https://www.mnec.gov.tl/en/).

Economically, Timor-Leste remains one of Asia’s most petroleum-dependent states even as its leaders try to present diversification as the next phase. The World Bank describes the economy as heavily reliant on public spending financed by the Petroleum Fund and notes that non-oil activity is concentrated in government services, agriculture, construction, and small-scale commerce rather than a deep export base [World Bank](https://www.worldbank.org/en/country/timorleste), [World Bank Open Data](https://data.worldbank.org/country/timor-leste). The Petroleum Fund stood at about $18.4 billion at the end of 2024, a huge buffer relative to domestic GDP but also a warning sign because state spending continues to depend on depleting hydrocarbon wealth faster than durable private-sector growth is emerging [Banco Central de Timor-Leste](https://www.bancocentral.tl/en/government-bonds-and-the-petroleum-fund/), [World Bank](https://www.worldbank.org/en/country/timorleste/publication/timor-leste-economic-report). Coffee remains the main non-oil merchandise export, while poverty, underemployment, weak logistics, and basic infrastructure gaps still constrain broader competitiveness [World Bank](https://www.worldbank.org/en/country/timorleste), [International Trade Centre](https://www.trademap.org/Country_SelProductCountry.aspx?nvpm=1%7c626%7c%7c%7c%7cTOTAL%7c%7c%7c2%7c1%7c1%7c2%7c2%7c1%7c2%7c1%7c1).

Three issues define Timor-Leste’s current trajectory. The first is ASEAN accession: ASEAN leaders granted Timor-Leste observer status and agreed in principle to admit it as the 11th member once a roadmap is completed, making regional integration both a status goal and a practical strategy for trade, diplomacy, and bureaucratic modernization [ASEAN](https://asean.org/wp-content/uploads/2023/05/21st-ASEAN-Summit-Chairmans-Statement-Final.pdf), [The Diplomat](https://thediplomat.com/2026/06/timor-leste-a-test-case-for-the-asean-way/). The second is the future of energy development, especially the Greater Sunrise field and associated pipeline and processing debates, because that question goes directly to fiscal survival, industrial policy, and relations with Australia and commercial partners [Australian Government, Department of Foreign Affairs and Trade](https://www.dfat.gov.au/geo/timor-leste/timor-leste-country-brief), [Timor Gap, E.P.](https://www.timorgap.com/). The third is strategic balancing: Dili keeps strong ties with Australia, Indonesia, Portugal, and the CPLP, but it is also expanding engagement with China, including a Comprehensive Strategic Partnership announced in 2025, without wanting to become identified with any single camp [Ministry of Foreign Affairs of the People’s Republic of China](https://www.fmprc.gov.cn/eng/), [The Diplomat](https://thediplomat.com/2026/06/why-did-timor-leste-sign-a-comprehensive-strategic-partnership-with-china/), [DFAT](https://www.dfat.gov.au/geo/timor-leste/timor-leste-country-brief).

Timor-Leste’s place in the world today is therefore distinctive: it is materially small, institutionally still consolidating, and economically vulnerable, but diplomatically active well beyond its size. Its leaders frame the country as a bridge
