Moldova is Europe's poorest country and one of its most geopolitically contested. Squeezed between Romania (EU) and Ukraine, Moldova faces a frozen conflict in Transnistria, a breakaway region with Russian troops stationed since the 1990s. Russia's invasion of Ukraine made Moldova's situation more precarious.

Under pro-European President Maia Sandu, Moldova was granted EU candidate status in 2022 and held a successful constitutional referendum on EU membership in 2024, though by a razor-thin margin reflecting deep societal division between European and Russian-oriented factions.

MUN Delegate Guide

As Moldova, present your EU candidacy as a security imperative, not just an economic choice. Frame Russian pressure and Transnistria as evidence of why countries seek Western integration.

Coordinate with EU members and Ukraine. Share your experience with Russian hybrid warfare to build support for resilience mechanisms. Push for international attention to Transnistria. Your small size and vulnerability make you a sympathetic case for collective security principles.

Foreign Policy

Moldova's foreign policy under Sandu is firmly oriented toward EU integration, marking a decisive break from the multi-vector approach of previous governments. The country faces constant Russian hybrid warfare -- disinformation campaigns, energy pressure, and political interference through Transnistria and pro-Russian parties.

Key priorities include EU accession, resolving the Transnistria conflict, energy independence from Russia, and building institutional resilience against hybrid threats.
