In short

Guyana is a small CARICOM state with outsized strategic weight because offshore oil has made it one of the world’s fastest-growing economies while a live territorial dispute with Venezuela has turned its security policy into a regional issue [World Bank](https://data.worldbank.org/country/guyana)…

## Guyana's foreign policy

Bilateral posture, key relationships, and live diplomatic statements.

## Foreign Policy

Guyana’s foreign policy is defensive, legalistic, and increasingly energy-backed. President Irfaan Ali remains the central external actor under Guyana’s presidential system, with Prime Minister Mark Phillips serving as head of government and Hugh Todd as foreign minister; Ali’s office has led the country’s response to the Venezuela border crisis while the Foreign Ministry carries the diplomatic file in CARICOM, the OAS, the UN, and the ICJ process [Office of the President of Guyana](https://op.gov.gy/), [Ministry of Foreign Affairs and International Cooperation of Guyana](https://www.minfor.gov.gy/). The hierarchy of interests is clear: survival comes first in defending sovereignty over the Essequibo, regime and state security follow through military and diplomatic partnerships, economic interest centers on protecting offshore oil production and export routes, and status comes last through Guyana’s attempt to act as a serious small-state voice in CARICOM, climate talks, and the UN [International Court of Justice](https://www.icj-cij.org/case/171), [U.S. Department of State](https://www.state.gov/u-s-relations-with-guyana/), [IMF](https://www.imf.org/en/Countries/GUY).

Guyana does not operate from a single published grand-strategy doctrine in the way larger powers do; its practical doctrine is built from repeated official positions: strict respect for sovereignty, peaceful settlement of disputes, non-interference, multilateralism, and international law, especially the 1899 Arbitral Award and the ICJ case rejecting Venezuela’s territorial claim to Essequibo [Ministry of Foreign Affairs and International Cooperation of Guyana](https://www.minfor.gov.gy/), [International Court of Justice](https://www.icj-cij.org/case/171), [CARICOM](https://caricom.org/caricom-statement-on-guyana-venezuela-developments/). That stated legalism is matched by behavior. Georgetown has pursued adjudication at the ICJ, sought OAS, CARICOM, Commonwealth, and UN backing, and deepened security cooperation with the United States and other partners after Venezuela’s December 2023 referendum and subsequent pressure campaign [International Court of Justice](https://www.icj-cij.org/case/171), [Organization of American States](https://www.oas.org/en/media_center/press_release.asp?sCodigo=E-116/23), [U.S. Southern Command](https://www.southcom.mil/MEDIA/NEWS-ARTICLES/Article/3617161/), [CARICOM](https://caricom.org/caricom-statement-on-guyana-venezuela-developments/). The non-obvious point is that Guyana’s oil boom has not made it revisionist; it has made it more invested in the existing legal order because that order is what shields both its territory and its offshore energy assets.

Its key bilateral relationships reflect that ranking of interests. The United States is now Guyana’s most important extra-regional security and energy partner, with cooperation spanning military exercises, maritime domain awareness, and support for territorial integrity as U.S. firms, especially ExxonMobil-led operations, dominate offshore production [U.S. Department of State](https://www.state.gov/u-s-relations-with-guyana/), [U.S. Southern Command](https://www.southcom.mil/MEDIA/NEWS-ARTICLES/Article/3617161/), [ExxonMobil Guyana](https://corporate.exxonmobil.com/locations/guyana). Brazil matters for a different reason: it is the crucial continental neighbor linking Guyana to South America by road, trade, and quiet security coordination, while also preferring de-escalation with Venezuela [Government of Brazil](https://www.gov.br/mre/en), [Reuters](https://www.reuters.com/world/americas/brazil-defense-ministry-says-it-is-intensifying-actions-along-border-with-2023-12-06/). CARICOM partners, especially Barbados and Trinidad and Tobago, give Guyana diplomatic depth and regional legitimacy, and the Commonwealth adds another venue for backing on sovereignty questions [CARICOM](https://caricom.org/caricom-statement-on-guyana-venezuela-developments/), [The Commonwealth](https://thecommonwealth.org/our-member-countries/guyana). Venezuela is the clear rival: the territorial dispute dominates Guyanese threat perception, and nearly every major foreign-policy choice is filtered through deterrence, coalition-building, and legal containment of Caracas’s claim [International Court of Justice](https://www.icj-cij.org/case/171), [BBC](https://www.bbc.com/news/world-latin-america-67635623).

Regionally and multilaterally, Guyana behaves like a small state that needs institutions to multiply weight. It is active in CARICOM, the OAS, the Commonwealth, the UN, and the Non-Aligned Movement, and it has also used its elected seat on the UN Security Council for 2024–2025 to raise its diplomatic profile beyond what its size would normally permit [United Nations Security Council](https://www.un.org/securitycouncil/content/current-members), [CARICOM](https://caricom.org/member-states/guyana/), [OAS](https://www.oas.org/en/member_states/member_state.asp?sCode=GUY). At the UN, Guyana’s voting pattern generally tracks the broad Global South and CARICOM line on development, decolonization, climate vulnerability, and support for Palestinian rights, while still defending the UN Charter’s sovereignty principles in ways that align closely with Western positions on its own border issue [United Nations Digital Library](https://digitallibrary.un.org/), [Permanent Mission of Guyana to the United Nations](https://www.un.int/guyana/). It is also using climate diplomacy pragmatically: as a state with major new hydrocarbon output, it continues to market the Low Carbon Development Strategy as proof that oil income can fund forest protection rather than displace it [Government of Guyana, LCDS 2030](https://lcds.gov.gy/), [UNFCCC](https://unfccc.int/).

The most analytically useful divergence is that Guyana is formally Non-Aligned and part of a Caribbean bloc that often prefers rhetorical distance from great-power competition, but in practice it has moved closer to the United States on security faster than many CARICOM peers because Venezuela creates an immediate territorial threat [Non-Aligned Movement](https://www.nam.gov.za/), [U.S. Department of State](https://www.state.gov/u-s-relations-with-guyana/), [CARICOM](streamdown:incomplete-link)

About

Guyana is a small CARICOM state with outsized strategic weight because offshore oil has made it one of the world’s fastest-growing economies while a live territorial dispute with Venezuela has turned its security policy into a regional issue [World Bank](https://data.worldbank.org/country/guyana) [International Court of Justice](https://www.icj-cij.org/case/171) [Congressional Research Service](https://crsreports.congress.gov/product/details?prodcode=IF12550). It is a unitary presidential constitutional republic in which executive power is concentrated in the presidency; President Irfaan Ali has led the government since August 2020, Prime Minister Mark Phillips serves as head of government, and the ruling party is the People’s Progressive Party/Civic, which won the 2020 general election after a prolonged recount and court battle [Guyana Government](https://op.gov.gy/) [Parliament of Guyana](https://www.parliament.gov.gy/) [CARICOM](https://caricom.org/caricom-congratulates-dr-irfaan-ali-on-his-election-as-president-of-guyana/).

Foreign policy is now driven by three linked priorities: defending Guyana’s territorial integrity, protecting offshore energy production, and converting oil income into durable development before governance failures harden [International Court of Justice](https://www.icj-cij.org/case/171) [U.S. Department of State](https://www.state.gov/u-s-relations-with-guyana/) [Natural Resource Fund](https://www.nrf.gov.gy/). The presidency holds the file on the most consequential external questions, especially the Essequibo dispute and security ties with the United States, CARICOM partners, Brazil, and the United Kingdom, while the Ministry of Foreign Affairs executes a strongly legalistic strategy centered on the 1899 arbitral award and the pending ICJ case against Venezuela [Ministry of Foreign Affairs and International Cooperation of Guyana](https://minfor.gov.gy/) [International Court of Justice](https://www.icj-cij.org/case/171). That gives Guyana an unusual profile for a state of under one million people: it is diplomatically small, economically surging, and strategically relevant to Washington, Brasília, Caracas, and major energy firms at the same time [World Bank](https://data.worldbank.org/indicator/SP.POP.TOTL?locations=GY) [ExxonMobil Guyana](https://corporate.exxonmobil.com/locations/guyana).

The economy is increasingly an oil economy. Guyana’s GDP reached about $24.7 billion in current U.S. dollars in 2024 according to the World Bank, and the IMF has repeatedly identified oil output as the main driver of extraordinary real growth rates in recent years [World Bank](https://data.worldbank.org/indicator/NY.GDP.MKTP.CD?locations=GY) [IMF](https://www.imf.org/en/Countries/GUY). Crude petroleum has overtaken traditional exports such as gold, rice, sugar, and bauxite in shaping state revenue and external trade, with production led by the ExxonMobil-Hess-CNOOC consortium in the Stabroek Block [ExxonMobil Guyana](https://corporate.exxonmobil.com/locations/guyana) [Bank of Guyana](https://bankofguyana.org.gy/) [Guyana Bureau of Statistics](https://statisticsguyana.gov.gy/). The government has tried to channel that windfall through the Natural Resource Fund and public infrastructure spending, but the basic macroeconomic challenge is clear: rapid income growth can strengthen the state, yet dependence on a single offshore sector leaves Guyana exposed to price swings, capacity bottlenecks, and corruption risk [Natural Resource Fund](https://www.nrf.gov.gy/) [IMF](https://www.imf.org/en/Publications/CR/Issues/2025/01/10/Guyana-2024-Article-IV-Consultation-Press-Release-Staff-Report-and-Statement-by-the-561234).

The first issue defining Guyana’s trajectory is the Venezuela dispute over Essequibo, which covers most of Guyana’s land territory and has escalated from a legal contest into a recurrent security problem [International Court of Justice](https://www.icj-cij.org/case/171) [Reuters](https://www.reuters.com/world/americas/). Guyana’s strategy has been to internationalize the dispute through the ICJ, rally diplomatic backing from CARICOM, the Commonwealth, the OAS, and major partners, and avoid any move that would let Caracas recast the issue as a bilateral military negotiation [CARICOM](https://caricom.org/) [Organization of American States](https://www.oas.org/en/media_center/press_release.asp?sCodigo=E-093/23) [Commonwealth](https://thecommonwealth.org/news). The second issue is whether oil wealth can be converted into broad-based development fast enough to ease inequality, infrastructure gaps, and public-service strain in a country whose institutions were not built for a hydrocarbon boom of this scale [IMF](https://www.imf.org/en/Countries/GUY) [World Bank](https://www.worldbank.org/en/country/guyana). The third is domestic political management: Guyana’s party system remains heavily shaped by ethnic voting patterns and the memory of the 2020 electoral crisis, so the legitimacy of institutions matters almost as much as the money flowing into them [Carter Center](https://www.cartercenter.org/news/pr/2020/guyana-080220.html) [U.S. Department of State](https://www.state.gov/reports/2023-country-reports-on-human-rights-practices/guyana/).

The result is a state that acts larger than its size in diplomacy but remains constrained at home by administrative capacity and polarized politics [Congressional Research Service](https://crsreports.congress.gov/product/details?prodcode=IF12550) [U.S. Department of State](https://www.state.gov/u-s-relations-with-guyana/). Guyana is broadly aligned with the United States and other Western partners on security and energy investment, but it still presents itself through CARICOM and the Non-Aligned tradition as a sovereignty-first developing country rather than a client state [U.S. Department of State](https://www.state.gov/u-s-relations-with-guyana/) [CARICOM](https://caricom.org/) [Non-Aligned Movement](https://nam.gov.za/). For MUN delegates, the key read is simple: Guyana will push hard on territorial sovereignty, defend foreign investment in its energy sector, and argue that climate and development debates must leave room for low-income
