## Greece's foreign policy

Bilateral posture, key relationships, and live diplomatic statements.

## Foreign Policy

Greece’s foreign policy is Western, maritime, and threat-focused: Athens anchors itself in the EU and NATO, but it reads nearly every hard-security file through the prism of deterrence against Turkey and the defense of sovereign rights in the Aegean and Eastern Mediterranean [Ministry of Foreign Affairs of Greece](https://www.mfa.gr/en/foreign-policy/), [NATO](https://www.nato.int/cps/en/natohq/topics_52044.htm). The foreign-policy file is formally run by the government under Prime Minister Kyriakos Mitsotakis and the Ministry of Foreign Affairs, while major security choices are coordinated through the Government Council for National Security and Defence institutions; in practice, the prime minister’s office dominates crisis management on Turkey, migration, and defense procurement [Prime Minister of Greece](https://www.primeminister.gr/en), [Hellenic Ministry of Foreign Affairs](https://www.mfa.gr/en/), [Hellenic Parliament](https://www.hellenicparliament.gr/en/). After New Democracy won reelection in June 2023, Mitsotakis remained prime minister, giving Greece unusual continuity in external policy compared with earlier coalition-heavy periods [Hellenic Ministry of Interior, Election 2023](https://ekloges.ypes.gr/current/v/home/en/), [Prime Minister of Greece](https://www.primeminister.gr/en).

Its interests pyramid is clear. Survival and regime-security concerns sit in the Eastern Mediterranean: maritime delimitation, airspace, Cyprus, and migration pressure on the external EU border outrank almost every other file [Ministry of Foreign Affairs of Greece](https://www.mfa.gr/en/issues-of-greek-turkish-relations/), [European Council](https://www.consilium.europa.eu/en/policies/eu-migration-policy/). Economic interests come next and are unusually maritime as well: Greece remains one of the world’s largest shipping centers, depends heavily on tourism and services, and has turned energy interconnection and LNG infrastructure into strategic tools, including the Alexandroupolis FSRU and electricity and gas links that raise its value to the Balkans and Southeast Europe [UNCTAD Review of Maritime Transport](https://unctad.org/publication/review-maritime-transport-2023), [DESFA](https://www.desfa.gr/en/), [European Commission](https://energy.ec.europa.eu/index_en). Status matters too, but usually as an instrument rather than an end: Athens wants recognition as a pillar of stability, an EU border state, and a credible regional energy and security hub [Ministry of Foreign Affairs of Greece](https://www.mfa.gr/en/foreign-policy/multilateral-diplomacy/), [European Commission Representation in Greece](https://greece.representation.ec.europa.eu/index_en).

The bilateral map is dense but not symmetrical. Turkey is the central rival, and even when tensions ease, the dispute set stays constant: territorial waters, continental shelf/EEZ claims, militarization allegations, overflights, and Cyprus [Ministry of Foreign Affairs of Greece](https://www.mfa.gr/en/issues-of-greek-turkish-relations/turkish-provocative-actions.html), [Council of the European Union](https://www.consilium.europa.eu/en/press/press-releases/2024/04/22/eu-turkiye-high-level-dialogue-on-trade-launched/). Cyprus is Greece’s closest strategic partner, with policy alignment on reunification, maritime rights, and East Mediterranean diplomacy [Ministry of Foreign Affairs of Cyprus](https://mfa.gov.cy/), [Ministry of Foreign Affairs of Greece](https://www.mfa.gr/en/foreign-policy/greece-in-the-region/eastern-mediterranean/). France and the United States are Greece’s most important external security relationships: Paris supplies high-end defense backing through the 2021 bilateral strategic partnership and Rafale/frigate deals, while Washington deepened force posture and logistics access through the amended Mutual Defense Cooperation Agreement, especially at Souda Bay and Alexandroupolis [Élysée](https://www.elysee.fr/en/emmanuel-macron/2021/09/28/strategic-partnership-for-cooperation-in-defence-and-security-between-france-and-greece), [U.S. Department of State](https://www.state.gov/u-s-security-cooperation-with-greece/). Greece has also built a pragmatic triangle with Israel and Egypt around energy, defense, and East Mediterranean balancing, even as specific pipeline concepts have fluctuated [U.S. Department of State](https://www.state.gov/the-3-1-grouping-greece-cyprus-israel-and-the-united-states/), [Ministry of Foreign Affairs of Greece](https://www.mfa.gr/en/foreign-policy/greece-in-the-region/middle-east-and-north-africa/).

In multilateral terms, Greece is a disciplined EU and NATO member, and that usually predicts its UN behavior. As an EU member since 1981 and a NATO member since 1952, it aligns strongly with common European positions on Russia’s war against Ukraine, sanctions policy, and the rules-based maritime order [European Union](https://european-union.europa.eu/principles-countries-history/country-profiles/greece_en), [NATO](https://www.nato.int/cps/en/natohq/topics_52044.htm). Greece voted for the March 2022 UN General Assembly resolution demanding Russia’s withdrawal from Ukraine, in line with most EU and NATO states [UN Digital Library, ES-11/1](https://digitallibrary.un.org/record/3965290), [United Nations General Assembly](https://documents.un.org/doc/undoc/gen/n22/293/27/pdf/n2229327.pdf). Its military weight is significant for its size: Greece spent 3.1% of GDP on defense in 2024, among the highest shares in NATO, which reflects the Turkey file more than expeditionary ambition [NATO Defence Expenditure of NATO Countries (2014-2024)](https://www.nato.int/nato_static_fl2014/assets/pdf/2024/6/pdf/240617-def-exp-2024-en.pdf). That capability underwrites a diplomacy that sounds legalistic in Brussels and New York but is backed by sustained procurement and alliance access.

The useful divergence is that Greece is pro-Western without being mechanically bloc-conforming on every regional question. It has often pushed the EU to take a harder institutional line on Turkey than larger member states prefer, using its membership to “upload” bilateral security concerns into EU language on sovereignty and sanctions risk [European Council](https://www.consilium.europa.eu/en/policies/eastern-mediterranean/), [Ministry of](streamdown:incomplete-link)

About

Greece is a pro-EU, pro-NATO parliamentary republic that now acts less like a peripheral crisis state and more like a front-line southeastern European node for alliance security, energy transit, and migration control under Prime Minister Kyriakos Mitsotakis’ center-right New Democracy government [Hellenic Parliament](https://www.hellenicparliament.gr/en/Vouli-ton-Ellinon/To-Politevma/), [Prime Minister of Greece](https://www.primeminister.gr/en), [Ministry of Interior of the Hellenic Republic](https://www.ypes.gr/en/), [NATO](https://www.nato.int/cps/en/natohq/topics_52044.htm), [European Union](https://european-union.europa.eu/principles-countries-history/country-profiles/greece_en). After New Democracy won 40.56% of the vote and 158 of 300 seats in the June 2023 election, Mitsotakis secured a second term with a single-party majority, giving Athens unusual policy continuity by recent Greek standards [Ministry of Interior of the Hellenic Republic](https://www.ypes.gr/en/). The presidency changed in 2025, with Konstantinos Tasoulas elected by parliament as president of the republic, but executive power remains concentrated in the prime minister and cabinet in Greece’s parliamentary system [Hellenic Parliament](https://www.hellenicparliament.gr/en/Enimerosi/Grafeio-Typou/Deltia-Typou/?press=6b9d8d83-9b2c-4d5f-9a1b-0b1b8777f8d6), [Hellenic Parliament](https://www.hellenicparliament.gr/en/Vouli-ton-Ellinon/To-Politevma/).

In the world today, Greece’s foreign-policy weight comes from geography and alignment rather than raw size. It sits at the junction of the Balkans, the Eastern Mediterranean, the Black Sea access routes, and major maritime corridors, and it has used that position to deepen defense ties with the United States, France, Israel, Egypt, and Cyprus while hardening deterrence toward Turkey [U.S. Department of State](https://www.state.gov/u-s-relations-with-greece/), [French Ministry for Europe and Foreign Affairs](https://www.diplomatie.gouv.fr/en/country-files/greece/), [Ministry of Foreign Affairs of the Hellenic Republic](https://www.mfa.gr/en/current-affairs/statements-speeches/), [NATO](https://www.nato.int/cps/en/natohq/topics_52044.htm). Its baseline strategic identity is firmly Western: Greece has been in the United Nations since 1945, NATO since 1952, and the European Communities, now the EU, since 1981 [United Nations](https://www.un.org/en/about-us/member-states/greece), [NATO](https://www.nato.int/cps/en/natohq/topics_52044.htm), [European Union](https://european-union.europa.eu/principles-countries-history/country-profiles/greece_en). That alignment has sharpened since Russia’s full-scale invasion of Ukraine, with Athens backing EU sanctions and supplying support to Kyiv even while trying to manage sensitivities around Greek shipping and regional escalation [European Council](https://www.consilium.europa.eu/en/policies/sanctions-against-russia/), [Reuters](https://www.reuters.com/world/europe/greece/).

Economically, Greece is a services-heavy economy anchored in tourism, shipping, trade, and logistics, with recovery now stronger than its crisis-era image but still constrained by debt, productivity gaps, and climate exposure [World Bank](https://data.worldbank.org/country/greece), [IMF](https://www.imf.org/en/Countries/GRC), [European Commission](https://economy-finance.ec.europa.eu/economic-surveillance-eu-economies/greece/economic-forecast-greece_en). Nominal GDP was about $256.2 billion in the country context provided, and the European Commission said in 2025 that Greece’s economy continued to improve while still lagging EU peers on structural weaknesses [European Commission](https://economy-finance.ec.europa.eu/economic-surveillance-eu-economies/greece_en), [eKathimerini](https://www.ekathimerini.com/economy/). Tourism remains a major foreign-exchange earner, merchant shipping gives Greece disproportionate global commercial reach, and EU funds are central to investment planning through the Recovery and Resilience Facility and cohesion financing [Bank of Greece](https://www.bankofgreece.gr/en/economy-and-finance/economic-information/tourism), [UNCTAD](https://unctadstat.unctad.org/CountryProfile/en-GB/Index.html), [European Commission](https://commission.europa.eu/business-economy-euro/economic-recovery/recovery-and-resilience-facility_en). The state’s policy challenge is no longer simple stabilization; it is converting macroeconomic credibility into higher-value growth.

Three issues define Greece’s current trajectory. The first is security in the Eastern Mediterranean, where maritime boundaries, airspace, Cyprus, and military balance with Turkey remain survival-tier concerns in Athens’ hierarchy of interests [Ministry of Foreign Affairs of the Hellenic Republic](https://www.mfa.gr/en/issues-of-greek-turkish-relations/), [International Crisis Group](https://www.crisisgroup.org/europe-central-asia/western-europemediterranean/greece-turkiye). The second is migration management, because Greece is one of the EU’s main external-border states and faces recurring pressure on island reception capacity, asylum processing, and relations with Brussels and Ankara over burden-sharing [UNHCR Greece](https://www.unhcr.org/gr/en), [European Commission](https://home-affairs.ec.europa.eu/policies/migration-and-asylum_en), [eKathimerini](https://www.ekathimerini.com/news/). The third is resilience against overlapping shocks: wildfires, floods, energy insecurity, and cost-of-living pressure have turned climate adaptation and infrastructure reliability into domestic political tests with foreign-policy consequences, especially for civil protection and energy diversification [European Environment Agency](https://www.eea.europa.eu/en/countries/greece), [IEA](https://www.iea.org/countries/greece), [OECD](https://www.oecd.org/greece/).

The decisive fact for delegates is that Greece usually behaves like a status-quo European power, but its diplomacy is driven by a
