The Federated States of Micronesia is a scattered archipelago of over 600 islands in the western Pacific, with a Compact of Free Association with the United States that provides defense, financial support, and migration rights. The compact was renewed in 2023 with a $6.5 billion package over 20 years.

FSM has become a vocal participant in Pacific geopolitics, notably expressing strong concerns about China's security pact with the Solomon Islands and opposing Pacific Islands Forum engagement with China that it viewed as undermining the region's interests.

MUN Delegate Guide

As FSM, balance your close US alignment with Pacific solidarity and independent climate advocacy. Your COFA relationship gives you security but doesn't compromise your voice on existential issues like climate change.

Coordinate with Pacific Islands Forum and AOSIS. Be assertive about Pacific Island states making their own decisions rather than being pawns in great-power competition. Push for ambitious climate targets, ocean conservation, and sustainable fisheries management in your vast EEZ.

Foreign Policy

FSM's foreign policy is closely aligned with the United States through the COFA, but it maintains its own UN vote and diplomatic independence. FSM takes a principled approach to Pacific solidarity, sometimes challenging both external powers and fellow Pacific Island states when it perceives regional unity being undermined.

Climate change is the defining foreign policy issue -- FSM's low-lying islands face existential sea-level rise threats.
