Foreign Policy
Congo-Brazzaville's foreign policy is shaped by its oil wealth, Francophone identity, and Sassou Nguesso's personal diplomacy. France remains the most significant bilateral partner, followed by China, which has invested heavily in infrastructure and resource extraction. The country joined OPEC in 2018, seeking to amplify its voice in global energy markets.
Sassou Nguesso has positioned himself as a regional mediator, particularly in the DRC peace process and the Libyan crisis. Brazzaville has hosted multiple rounds of negotiations and peace talks. The country also maintains close relations with Russia and has been cautious about taking sides in great-power competition, preferring to maximize benefits from all partnerships.
MUN Delegate Guide
As Congo-Brazzaville's delegate, leverage the country's unique role as a Central African mediator and OPEC member. Brazzaville's diplomatic history as a site of peace negotiations gives you credibility as a peace broker. On energy issues, Congo can speak as both an oil producer and a country with vast rainforest carbon sinks.
The Congo Basin rainforest -- the world's second-largest tropical rainforest -- is a powerful environmental asset. Congo-Brazzaville has been active in climate negotiations around forest preservation and carbon credit mechanisms. Use this to build coalitions with environmental advocacy states while also defending the right to use oil revenues for development.
Align with the African Group, CEMAC, OPEC, and the Francophonie. Key allies include France, China, Cameroon, and Gabon. On major votes, Congo-Brazzaville follows the African consensus. Build relationships with other oil-producing developing nations to advocate for energy sovereignty and just transition financing.
