Foreign Policy

The DRC's foreign policy is dominated by the eastern Congo crisis and the contentious relationship with Rwanda. Kinshasa has mobilized regional and international support against what it frames as Rwandan aggression through M23, winning backing from the Southern African Development Community (SADC) military mission, Angola-led mediation efforts, and growing Western criticism of Kigali. The DRC has also engaged the East African Community (which it joined in 2022) and the AU in peace processes, though with mixed results.

Beyond the security dimension, the DRC leverages its critical mineral wealth as diplomatic currency, engaging with the US, EU, and China on supply chain governance. Tshisekedi has pushed for greater domestic value addition in mining and renegotiated the controversial 2008 Sicomines deal with China. The country maintains close ties with France, Belgium (the former colonial power), Angola, and South Africa.

Your central issue is the eastern Congo crisis -- present it as a matter of territorial sovereignty, foreign aggression (by Rwanda through M23), and the exploitation of conflict minerals. The DRC has strong legal and moral arguments backed by UN Group of Experts reports documenting Rwandan support for M23.

Beyond security, the DRC can lead on critical minerals governance, the energy transition's impact on resource-rich developing countries, Congo Basin rainforest conservation, and the reform of UN peacekeeping (drawing on MONUSCO's decades-long presence). Advocate for a permanent African seat on the Security Council and for reforming international financial institutions.

Build a broad coalition: SADC states (South Africa, Angola, Tanzania), the African Group, France, Belgium, and the US are all sympathetic on the Rwanda/M23 issue. On economic matters, engage with China carefully -- it is both a major investor and a competitor for resource control. Rwanda is your primary adversary in most diplomatic contexts. Position the DRC as a sleeping giant whose stabilization would benefit all of Africa and the global economy.
