## Chad's foreign policy

Bilateral posture, key relationships, and live diplomatic statements.

## Foreign Policy

Chad’s foreign policy is security-first and presidency-driven. The decisive actor is President Mahamat Idriss Déby, who was declared winner of the 6 May 2024 presidential election by Chad’s Constitutional Council and then appointed Allamaye Halina as prime minister on 23 May 2024, keeping the foreign-policy file concentrated in the presidency and security apparatus rather than parliament or a strong party cabinet [Reuters](https://www.reuters.com/world/africa/chads-constitutional-council-confirms-mahamat-idriss-deby-election-win-2024-05-16/) [Reuters](https://www.reuters.com/world/africa/chads-president-appoints-allamaye-halina-prime-minister-2024-05-23/). N’Djamena’s stated line is non-alignment, sovereignty, and regional stabilization, but in practice its external behavior is organized around four tiers of interest: regime survival after the 2021 succession crisis, territorial security on borders with Sudan, Libya, Niger, Nigeria, and the Central African Republic, continued budget support and debt relief, and preserving status as a military and diplomatic hinge in the Sahel [Chad Presidency](https://presidence.td/) [IMF](https://www.imf.org/en/Publications/CR/Issues/2025/06/26/Chad-Request-for-a-Four-Year-Arrangement-Under-the-Extended-Credit-Facility-Press-Report-569955) [World Bank](https://data.worldbank.org/country/chad). Those priorities explain why Chad can denounce external interference while simultaneously courting French, Gulf, multilateral, and neighboring security partners.

Its most important bilateral relationships are functional rather than ideological. France remains central even after anti-French sentiment spread across the Sahel: the two states signed a defense cooperation accord in 2019, French forces have long used Chad as a logistics and intelligence hub, and reporting in 2026 indicates Déby loyalists still back reconciliation with Paris because French ties serve regime security and international finance more than public rhetoric suggests [France Diplomatie](https://www.diplomatie.gouv.fr/en/country-files/chad/) [Africa Intelligence](https://www.africaintelligence.com/central-africa/2026/02/02/mahamat-idriss-deby-loyalists-behind-reconciliation-with-paris,110387245-art). Sudan is the urgent file: Chad has hosted hundreds of thousands of Sudanese refugees since the Sudan war escalated in April 2023, and N’Djamena’s diplomacy has focused on border containment and humanitarian access because spillover threatens both state survival and elite control in eastern Chad [UNHCR](https://www.unhcr.org/emergencies/sudan-emergency) [OCHA](https://www.unocha.org/chad). Relations with the United Arab Emirates and Saudi Arabia matter because Gulf finance and mediation links give Chad alternatives to overdependence on France, while relations with Cameroon and Nigeria are tied to trade corridors and counter-Boko Haram coordination through the Multinational Joint Task Force around Lake Chad [U.S. Department of State](https://www.state.gov/reports/2023-country-reports-on-terrorism/chad/) [African Union Peace and Security Department](https://www.peaceau.org/en/page/119-mnjtf-lake-chad-basin-commission-lcbc). Libya remains a chronic security concern because armed flows and cross-border trafficking from southern Libya have repeatedly affected northern Chad [International Crisis Group](https://www.crisisgroup.org/africa/central-africa/chad).

Chad’s multilateral behavior is conservative and status-seeking. It is a member of the United Nations since 20 September 1960, the African Union, the Economic Community of Central African States, CEMAC, the Community of Sahel-Saharan States, the Organisation of Islamic Cooperation, and the Group of 77, and it uses these forums less to lead ideologically than to defend sovereignty norms, seek development finance, and legitimize its role as a regional security provider [United Nations Digital Library](https://digitallibrary.un.org/) [African Union](https://au.int/en/member_states) [CEMAC](https://www.cemac.int/) [OIC](https://www.oic-oci.org/member_states.asp). Its economic room for maneuver is narrow: GDP was about $19.5 billion in the country context provided, and the IMF approved a four-year Extended Credit Facility arrangement for Chad in June 2025, underscoring how strongly external financing conditions shape foreign policy choices [IMF](https://www.imf.org/en/Publications/CR/Issues/2025/06/26/Chad-Request-for-a-Four-Year-Arrangement-Under-the-Extended-Credit-Facility-Press-Report-569955). Military capability is significant relative to its neighborhood but fiscally burdensome; SIPRI estimates Chad’s military expenditure at 2.8% of GDP in 2023, which helps explain why N’Djamena constantly seeks outside support while preserving autonomy in deployment decisions [SIPRI](https://www.sipri.org/countries/chad).

At the UN, Chad usually aligns with the African Group and broader G77 on sovereignty, development finance, and skepticism toward country-specific pressure, especially where such pressure could later be used against its own authorities [Group of 77](https://www.g77.org/) [United Nations General Assembly](https://www.un.org/en/ga/). It has also backed consensus language on climate vulnerability and development assistance that reflects its acute exposure to desertification, food insecurity, and displacement [UNFCCC](https://unfccc.int/) [World Bank Climate Change Knowledge Portal](https://climateknowledgeportal.worldbank.org/country/chad). The more revealing pattern is not formal voting but selective participation and calibrated silence: Chad often avoids being a front-rank norm entrepreneur on democracy and human-rights files because that would raise scrutiny of its own transition, election management, and opposition crackdown [OHCHR](https://www.ohchr.org/en/countries/chad) [ISS Africa](https://issafrica.org/iss-today/crackdown-on-chads-opposition-threatens-a-return-to-one-party-rule). That gap between stated support for constitutional order and restrictive domestic practice is the key distinction between Chadian rhetoric and behavior.

Chad’s main break from its Sahelian neighborhood is that it has not followed Mali, Burkina Faso, and Niger into an openly anti-Western, anti-French alignment. Instead it balances: it defends sovereignty in the language many Sahel governments use, but it has kept channels open to Paris, the IMF, Gulf partners, and UN agencies because Dé

About

Chad is a security-first presidential state now dominated by President Mahamat Idriss Déby Itno and his Patriotic Salvation Movement, with foreign policy shaped less by ideology than by regime survival, armed-force cohesion, and the need to finance a poor but oil-exporting economy [Presidency of Chad](https://presidence.td/), [African Union Election Observation Mission statement on Chad’s 2024 presidential election](https://www.peaceau.org/en/article/statement-of-the-african-union-election-observation-mission-to-the-6-may-2024-presidential-election-in-the-republic-of-chad), [IMF Country Report No. 25/236, Chad](https://www.imf.org/en/Publications/CR/Issues/2025/06/26/Chad-Request-for-a-Four-Year-Arrangement-Under-the-Extended-Credit-Facility-Press-Release-Staff-Report-and-Statement-by-the-Executive-Director-for-Chad-570995). The country formally returned to constitutional rule after the May 2024 presidential election, but power remains highly centralized in the presidency and security apparatus, and outside partners still treat N’Djamena primarily as a counterinsurgency and Sahel-stability actor rather than a democratic model [Constitution of the Republic of Chad, 2023](https://www.presidence.td/constitution), [African Union Election Observation Mission statement on Chad’s 2024 presidential election](https://www.peaceau.org/en/article/statement-of-the-african-union-election-observation-mission-to-the-6-may-2024-presidential-election-in-the-republic-of-chad), [Crisis Group, Chad’s Transition at a Crossroads](https://www.crisisgroup.org/africa/central-africa/chad).

The political system is a unitary presidential republic under the 2023 constitution, with Mahamat Idriss Déby Itno elected president in May 2024 and Allamaye Halina appointed prime minister later that month, while the ruling Patriotic Salvation Movement and allied networks remain the central political machine [Constitution of the Republic of Chad, 2023](https://www.presidence.td/constitution), [Chad Presidency decree appointing the Prime Minister](https://presidence.td/), [African Union Election Observation Mission statement on Chad’s 2024 presidential election](https://www.peaceau.org/en/article/statement-of-the-african-union-election-observation-mission-to-the-6-may-2024-presidential-election-in-the-republic-of-chad). In practice, the presidency holds the foreign-policy file, with the army and elite security networks carrying unusual weight because the regime emerged from a military transition after Idriss Déby’s death in 2021 and still treats internal armed threats as the first-order problem [International Crisis Group, Chad’s Transition at a Crossroads](https://www.crisisgroup.org/africa/central-africa/chad), [ISS Africa, Crackdown on Chad’s opposition threatens a return to one-party rule](https://issafrica.org/iss-today/crackdown-on-chads-opposition-threatens-a-return-to-one-party-rule).

Chad’s place in the world is larger than its economy because it sits at the junction of the Sahel, Sudan crisis routes, Libya spillover, and Central African conflict systems, giving it diplomatic value to France, the United States, Gulf states, and African security forums [UNHCR Chad situation operational data portal](https://data.unhcr.org/en/country/tcd), [Foreign Policy, Chad's Great-Power Balancing Act](https://foreignpolicy.com/), [African Development Bank, Chad Economic Outlook](https://www.afdb.org/en/countries/central-africa/chad/chad-economic-outlook). It is a member of the African Union, CEMAC, the Organisation of Islamic Cooperation, and the G77, and it uses that multilateral position mainly to seek budget support, security assistance, and political legitimacy rather than to drive broad norm-setting agendas [African Union member states](https://au.int/en/member_states/countryprofiles2), [CEMAC](https://www.cemac.int/), [Organisation of Islamic Cooperation, Member States](https://www.oic-oci.org/states/?lan=en), [United Nations Digital Library, Chad membership](https://digitallibrary.un.org/).

Economically, Chad is poor, oil-dependent, and fiscally fragile. The IMF’s 2025 staff report describes oil as the main export and a key source of fiscal revenue, while also stressing low human-development indicators, climate vulnerability, security spending pressures, and dependence on external financing under a new four-year Extended Credit Facility arrangement approved in June 2025 [IMF Country Report No. 25/236, Chad](https://www.imf.org/en/Publications/CR/Issues/2025/06/26/Chad-Request-for-a-Four-Year-Arrangement-Under-the-Extended-Credit-Facility-Press-Release-Staff-Report-and-Statement-by-the-Executive-Director-for-Chad-570995). The World Bank classifies Chad among low-income countries and reports an economy shaped by oil, subsistence agriculture, and severe development gaps, while the African Development Bank notes that growth and public finances remain highly exposed to oil-price swings and regional instability [World Bank, Chad Overview](https://www.worldbank.org/en/country/chad/overview), [African Development Bank, Chad Economic Outlook](https://www.afdb.org/en/countries/central-africa/chad/chad-economic-outlook). That profile gives the government a narrow economic playbook: preserve oil revenue, contain debt stress, and keep donors and lenders engaged even as military and patronage costs stay high [IMF Country Report No. 25/236, Chad](https://www.imf.org/en/Publications/CR/Issues/2025/06/26/Chad-Request-for-a-Four-Year-Arrangement-Under-the-Extended-Credit-Facility-Press-Release-Staff-Report-and-Statement-by-the-Executive-Director-for-Chad-570995).

Three issues define Chad’s current trajectory. The first is regime consolidation after the transition: the formal return to electoral politics did not end concerns over repression, uneven competition, and the shrinking space for opposition parties and civil society [African Union Election Observation Mission statement on Chad’s 2024 presidential election](https://www.peaceau.org/en/article/statement-of-the-african-union-election-observation-mission-to-the-6-may-2024-presidential-election-in-the-republic-of-chad), [ISS Africa, Crackdown on Chad’s opposition threatens a return to](streamdown:incomplete-link)
