The Taliban government seeks international recognition and the unfreezing of Afghanistan's central bank reserves (approximately $9 billion held abroad). Its diplomatic engagement has been limited, primarily through Qatar and Pakistan. China and Russia have maintained pragmatic contacts with the Taliban without granting formal recognition.
Pakistan and Iran are the most influential neighboring states. Relations with Pakistan have been strained by cross-border Tehrik-i-Taliban Pakistan (TTP) attacks and the Taliban's refusal to crack down on the group. India, which invested heavily in the former republic, has cautiously reopened diplomatic channels.
