## Why it matters

The relationship between PAK and IND is a critical determinant of stability in South Asia and beyond. Given their shared history, geographic proximity, and complex geopolitical landscape, understanding the nuances of their interactions is essential for international relations scholars, policymakers, and regional observers alike. The outcomes of their bilateral engagements can impact regional security, economic development, and the broader [balance of power](https://modeldiplomat.com/learn/glossary/balance-of-power) in Asia.

Analyzing the future trajectory of PAK-IND relations involves considering a multitude of factors, including historical grievances, ongoing disputes, economic interdependencies, and the influence of domestic politics in both countries. The seminar's focus on 'decoding' this trajectory suggests an effort to move beyond superficial analysis and delve into the underlying drivers and potential pathways for this crucial relationship. Such discussions are vital for fostering a more informed understanding and for identifying potential avenues for de-escalation or cooperation, however challenging they may appear.

## How to prepare

To effectively engage with the seminar's themes, participants should undertake a comprehensive review of the historical context of PAK-IND relations, including key conflicts, peace initiatives, and periods of heightened tension. A thorough understanding of the core issues, such as the Kashmir dispute, cross-border terrorism allegations, and water-sharing agreements, will be foundational. It is also beneficial to consider the domestic political landscapes of both PAK and IND, as internal dynamics frequently shape foreign policy decisions.

Attendees should prepare to analyze the various dimensions of the relationship, including strategic, economic, and cultural aspects. Utilizing frameworks such as the /learn/lessons/power-interest-grid can help in identifying key stakeholders and their influence. Furthermore, considering the perspectives of /learn/lessons/hidden-stakeholders, such as regional communities or non-state actors, can provide a more nuanced understanding. Participants should be ready to engage in discussions about potential future scenarios, applying /learn/lessons/dynamic-analysis to assess how different variables might alter the relationship's course.

### War Between States: Causes, Conduct, and Pathways to De-escalation

Interstate armed conflict has been a defining feature of the modern international system, from the two World Wars that shaped the UN Charter's prohibition on the use of force under Article 2(4), to the proxy wars of the Cold War, and more recently the Russian invasion of Ukraine in 2022 and the recurrent India–Pakistan military crises. The causes typically combine territorial disputes, nationalist mobilization, security dilemmas, contested borders inherited from decolonization, and miscalculation under nuclear or alliance pressures. In the South Asian context, the four India–Pakistan wars (1947–48, 1965, 1971, and the 1999 Kargil conflict) and recurrent standoffs such as the 2001–02 mobilization, the 2016 Uri/surgical strikes episode, the 2019 Balakot–Pulwama crisis, and the 2025 escalation following the Pahalgam attack illustrate how localized triggers can rapidly climb the escalation ladder between nuclear-armed neighbors. The conduct of contemporary interstate war is shaped by international humanitarian law (the Geneva Conventions and Additional Protocols), the laws on the use of force, and increasingly by hybrid tools — cyber operations, drone strikes, information warfare, and economic coercion — that blur thresholds. De-escalation has historically depended on a mix of back-channel diplomacy, third-party mediation (the Soviet role at Tashkent in 1966, US pressure during Kargil, and reported Gulf and US channels in 2019 and 2025), confidence-building measures such as DGMO hotlines and the 2003/2021 LoC ceasefire understandings, and treaty regimes like the Indus Waters Treaty. Today, the central policy question is how to stabilize crises where conventional deterrence, nuclear signaling, and sub-conventional violence (terrorism, militancy) interact. Delegates must weigh the merits of formal arbitration, structured dialogue, arms-control measures, and crisis-communication architecture against domestic political incentives that frequently push leaderships toward escalation.

### The Constitutional Status of Kashmir and Its Role in Regional Tensions

The Kashmir dispute originated with the 1947 partition of British India, when the Hindu Maharaja of the Muslim-majority princely state of Jammu and Kashmir signed the Instrument of Accession to India amid a tribal incursion backed by Pakistan. The first India–Pakistan war ended with the UN-brokered ceasefire of January 1949 and the establishment of the Line of Control, with UN Security Council Resolutions 47 (1948) and 91 (1951) calling for a plebiscite that was never held. India administers Jammu, the Kashmir Valley, and Ladakh; Pakistan administers Azad Kashmir and Gilgit-Baltistan; and China controls Aksai Chin and the Shaksgam Valley ceded by Pakistan in 1963. Within India's constitution, Article 370 granted Jammu and Kashmir special autonomous status, and Article 35A reserved residency and property rights for permanent residents. On 5 August 2019, the Indian government revoked Article 370's operative provisions, bifurcated the state into the Union Territories of Jammu & Kashmir and Ladakh, and imposed an extended communications shutdown and security lockdown. India's Supreme Court upheld the revocation in December 2023. Pakistan downgraded diplomatic ties and has consistently sought to internationalize the issue, including at the OIC and the UN Human Rights Council, citing OHCHR reports from 2018 and 2019 on the human rights situation. Today Kashmir remains the central symbolic and strategic flashpoint between India and Pakistan, intersecting with militancy, demographic and electoral changes in the Union Territory, the 2020–24 India–China LAC standoff in Ladakh, and the 2025 Pahalgam attack and subsequent crisis. The constitutional question — whether the post-2019 architecture is reversible, contestable, or settled — frames the diplomatic space available for any future dialogue.

### Geopolitics and Economics of the China–Pakistan Economic Corridor (CPEC)

The China–Pakistan Economic Corridor was launched in 2015 as the flagship project of China's Belt and Road Initiative, originally valued at roughly USD 46 billion and later expanded to over USD 60 billion in pledged investments. CPEC links Kashgar in Xinjiang to Gwadar port on the Arabian Sea through highways, railways, energy projects, and special economic zones, giving China a shorter route to the Indian Ocean and Pakistan a major source of infrastructure and power-sector investment. The corridor passes through Gilgit-Baltistan, territory claimed by India, which has formally protested CPEC at the UN and boycotted the Belt and Road Forums on sovereignty grounds. A decade in, CPEC's record is mixed. Early-harvest power projects helped ease Pakistan's electricity shortfall but added to circular debt and external repayment obligations, contributing to Pakistan's recurrent IMF programs, including the 2023 Stand-By Arrangement and the 2024 Extended Fund Facility. Gwadar's commercial throughput has lagged expectations, security incidents against Chinese personnel — particularly by Baloch insurgents and the TTP — have intensified, and Beijing has pressed Islamabad for stronger protection and on so-called CPEC 2.0 focused on industrialization, IT, and agriculture. Talk of extending CPEC into Afghanistan and connecting it to Central Asia has added a further regional dimension. For the region, CPEC reshapes strategic geometry: it deepens Sino-Pakistani alignment, sharpens Indian concerns about encirclement (alongside Chinese activity in Sri Lanka, the Maldives, and Myanmar), feeds into US Indo-Pacific strategy and the India-led IMEC and IMEEC alternatives, and raises questions about debt sustainability, transparency, and the militarization of commercial infrastructure.

Key players

- [China](https://modeldiplomat.com/country/china)

- [India](https://modeldiplomat.com/country/india)

[Opposes CPEC on sovereignty grounds (Gilgit-Baltistan) and counters with IMEC, Chabahar, and Indo-Pacific partnerships.](https://modeldiplomat.com/country/india)
- [United States](https://modeldiplomat.com/country/united-states)

[Frames CPEC within great-power competition; promotes alternative connectivity through PGI and the Quad.](https://modeldiplomat.com/country/united-states)
- [Iran](https://modeldiplomat.com/country/iran)

[Operates the competing Chabahar port with India and sees CPEC as both opportunity and rival corridor.](https://modeldiplomat.com/country/iran)

### Alliances, Crisis Response, and the Shaping of International Power Dynamics

Alliances have structured international politics since the Westphalian order, but the post-1945 system institutionalized them through bodies such as NATO (1949), the Warsaw Pact (1955–91), the US bilateral hub-and-spokes in Asia, and looser groupings like the Non-Aligned Movement. Alliances form when states share threat perceptions, ideological affinity, or complementary capabilities; they are sustained through credible commitments, basing arrangements, joint exercises, intelligence-sharing, and defense-industrial integration. Classic theory (Walt's balance-of-threat, Snyder's alliance security dilemma) highlights perennial tensions between abandonment and entrapment, which crises bring to the surface. In South Asia, alliance politics have repeatedly shaped crisis behavior. The US–Pakistan Cold War alignment via SEATO and CENTO and the 2001 designation of Pakistan as a Major Non-NATO Ally enabled Western pressure during the 1999 Kargil crisis. India's 1971 Treaty of Peace, Friendship and Cooperation with the Soviet Union shaped the Bangladesh war. Today, India's deepening ties with the United States through the Quad, COMCASA, BECA, and iCET coexist with its strategic autonomy doctrine and continued defense ties with Russia, while Pakistan's relationship with China has hardened into an "all-weather" partnership, complemented by financial and diplomatic support from Saudi Arabia, the UAE, and Turkey. Recent crises — Russia's war in Ukraine, the Gaza war, the Red Sea Houthi attacks, and the 2025 India–Pakistan escalation — show how alliances translate into rapid arms transfers, sanctions coordination, intelligence cueing, and diplomatic cover at the UN Security Council, but also how partial or ambiguous alignments (India's position on Russia, Gulf states' hedging) constrain bloc behavior. Delegates should consider how minilateral coalitions, defense pacts, and patron–client ties will shape the next India–Pakistan crisis and broader Indo-Pacific competition.
