## Why it matters

This conference is important because it convenes young leaders from across Europe, offering a unique opportunity for cross-cultural dialogue and the exchange of ideas. In an increasingly interconnected world, the ability to collaborate internationally and understand diverse perspectives is paramount. Events like this contribute to the development of a globally aware and skilled generation of leaders.

Furthermore, the focus on leadership development and social responsibility directly addresses the need for proactive engagement in addressing societal challenges. By empowering young individuals with enhanced skills and a broader network, the conference aims to cultivate agents of change who can contribute meaningfully to their communities and beyond. The setting in The Hague, a city synonymous with international cooperation and justice, reinforces the conference's commitment to global impact.

## How to prepare

To maximize the benefits of attending the JCI European Conference, participants should consider engaging in preparatory activities that enhance their understanding of international relations and effective communication. Reviewing Model Diplomat's lesson on "what-is-stakeholder-mapping" can provide a foundational understanding of identifying key actors and their interests, which is crucial for navigating complex discussions and building alliances at a multinational event.

Developing a strong grasp of "engagement-strategies" will also prove invaluable. This includes understanding how to effectively present ideas, negotiate, and build consensus among diverse groups. Given the international nature of the conference, familiarity with different communication styles and cultural nuances will facilitate more productive interactions. Utilizing resources such as the Model Diplomat's lesson on "dynamic-analysis" can help in anticipating different viewpoints and preparing for constructive dialogue.

### Peace & Justice: The Hague and the Global Rules-Based Order

The Hague has been synonymous with international peace and justice since the 1899 and 1907 Hague Conventions, which codified early rules of warfare and established the Permanent Court of Arbitration. After the Second World War, the city became home to the International Court of Justice, the principal judicial organ of the United Nations, and later to the International Criminal Tribunal for the former Yugoslavia (1993) and the International Criminal Court (2002), the first permanent treaty-based court to prosecute genocide, war crimes, and crimes against humanity. Together these institutions form the backbone of what is often called the rules-based international order. That order is now under significant strain. Russia's full-scale invasion of Ukraine in 2022 produced an ICJ provisional measures order and ICC arrest warrants against senior Russian officials, while wars in Gaza, Sudan, and the Sahel have generated further proceedings, including South Africa's genocide case against Israel at the ICJ filed in December 2023. Major powers have at times rejected the courts' jurisdiction, sanctioned ICC personnel, or refused to execute arrest warrants, raising questions about enforcement and selectivity. Sustainable Development Goal 16 frames the policy debate: how to strengthen accountable institutions, access to justice, and the prevention of violence at a moment when trust in multilateralism is contested. For delegates, the core dispute is whether international justice can remain credible without consistent great-power support, and how civic actors, host states, and emerging powers can defend the institutions seated in The Hague while addressing legitimate criticisms of unevenness and reach.

### Innovation: Governing Frontier Technologies in a Fragmented World

The current wave of innovation – generative artificial intelligence, quantum computing, advanced semiconductors, biotechnology, and green tech – is reshaping economies and security at a pace that has outstripped governance. The launch of large language models from 2022 onward, combined with breakthroughs in chip design and synthetic biology, has triggered a global race in which a handful of firms and states control critical inputs: compute, data, talent, and rare materials. Governments have responded with industrial policy on a scale not seen in decades, including the US CHIPS and Science Act (2022), the EU AI Act (2024) and Chips Act, and parallel strategies in China, Japan, and South Korea. Governance efforts are catching up but remain fragmented. The Bletchley (2023), Seoul (2024), and Paris (2025) AI summits produced shared declarations but few binding rules; UNESCO's Recommendation on the Ethics of AI and the UN's Global Digital Compact (2024) provide normative frames; and export controls on advanced semiconductors have become a central instrument of geoeconomic competition. Beyond AI, debates continue over gene editing under the Convention on Biological Diversity, dual-use research, and the climate-innovation nexus tied to the Paris Agreement. The core questions are who sets the standards, how to balance openness and security, and how smaller states, SMEs, and young entrepreneurs can shape rather than merely absorb the next technological cycle.

### The Future Is You: Youth Agency, Demography, and Civic Renewal

Young people under 30 make up roughly half of the world's population, but their share is distributed unevenly: Africa's median age is under 20, while much of Europe and East Asia is ageing rapidly and shrinking. This demographic divergence shapes labour markets, migration, pension systems, and political stability. The UN Youth 2030 strategy, the appointment of the first UN Youth Envoy in 2013, and the 2024 Pact for the Future with its Declaration on Future Generations have placed youth agency on the multilateral agenda, while UN Security Council Resolution 2250 (2015) recognised the role of youth in peace and security. In practice, youth participation in decision-making remains limited. The average age of parliamentarians worldwide is over 50, and fewer than 3 percent are under 30 according to the Inter-Parliamentary Union. Surveys by Edelman, Eurobarometer, and the OECD show declining trust among younger cohorts in institutions, paired with high engagement on climate, equality, and digital rights. Mental health, housing affordability, and precarious employment are recurring concerns across regions, while in conflict-affected states young people are often both the primary victims and the principal agents of recovery. The debate centres on how to translate demographic weight and civic energy into real influence: through electoral reform, youth quotas, entrepreneurship ecosystems, education pipelines, and structured dialogue between generations.

### Change For Good: Sustainable Development and the 2030 Agenda Endgame

The 2030 Agenda for Sustainable Development, adopted by all UN member states in 2015, set 17 Sustainable Development Goals to be achieved by the end of the decade. The Paris Agreement, concluded in the same year, complements it with a global framework to limit warming to well below 2°C. A decade on, progress is deeply uneven. The UN's 2024 SDG Report found that only around 17 percent of targets are on track, with setbacks driven by the COVID-19 pandemic, the cost-of-living crisis following Russia's invasion of Ukraine, debt distress across the Global South, and accelerating climate impacts. The agenda has nonetheless reframed how governments, companies, and civil society talk about development. The 2023 SDG Summit issued a political declaration calling for an SDG Stimulus and reform of the international financial architecture, an agenda carried forward by the Bridgetown Initiative led by Barbados and by discussions at the G20 and the Summit of the Future. The EU's Green Deal, sustainability reporting rules, and Just Transition mechanisms have made Europe a major site of implementation. Yet financing gaps – estimated by UNCTAD at over USD 4 trillion per year for developing countries – and pushback against ESG frameworks in some jurisdictions illustrate the contested politics of change. Delegates must consider how to accelerate concrete action on poverty, climate, gender equality, and decent work in the remaining years of the agenda, and what should succeed the SDGs after 2030.
