### SDG 3: Good Health and Well-being

Sustainable Development Goal 3, adopted as part of the 2030 Agenda in 2015, commits states to ensuring healthy lives and promoting well-being for all at all ages. It builds on the unfinished agenda of the Millennium Development Goals, particularly on maternal and child mortality, HIV/AIDS, tuberculosis, and malaria, while broadening the scope to include non-communicable diseases (NCDs), mental health, road safety, universal health coverage (UHC), and health emergencies. The COVID-19 pandemic exposed deep structural weaknesses: fragile primary care systems, inequitable vaccine access, and the absence of binding international rules for pandemic response, prompting the adoption of the WHO Pandemic Agreement in May 2025 and revisions to the International Health Regulations. Progress has been uneven and, according to the WHO's 2024 World Health Statistics, the world is off track on most SDG 3 indicators. Life expectancy gains stalled or reversed during the pandemic, NCDs now account for roughly three-quarters of global deaths, and more than half the world's population still lacks full coverage of essential health services. The 2025 UN High-Level Meeting on NCDs reset targets for 2030, but financing, workforce shortages, and access to medicines remain core points of contention between high-income and developing economies. Today, debate centers on how to operationalize UHC, secure equitable access to vaccines and therapeutics through mechanisms such as pathogen access and benefit sharing, address mental health as a global priority, and integrate climate-sensitive health threats. Delegates must weigh national sovereignty over health systems against the need for binding global cooperation on pandemics, antimicrobial resistance, and cross-border disease surveillance.

### SDG 4: Quality Education

SDG 4 commits states to ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all by 2030. It expanded on the MDG focus on universal primary enrollment by adding targets on secondary completion, early childhood education, technical and vocational training, gender parity, and learning outcomes. The 2015 Incheon Declaration and the Education 2030 Framework for Action set out the implementation blueprint, with UNESCO designated as the lead coordinating agency. The COVID-19 pandemic triggered the largest disruption to education in history, with school closures affecting more than 1.6 billion learners at their peak. UNESCO's 2024 Global Education Monitoring Report estimates that learning poverty—the share of 10-year-olds unable to read a simple text—rose sharply in low- and middle-income countries, while the global financing gap for SDG 4 in low- and lower-middle-income countries is roughly USD 100 billion per year. The 2022 Transforming Education Summit produced national commitments, but follow-through has been limited, and conflicts in Ukraine, Sudan, Gaza, and the Sahel have pushed millions of children out of school. Current debates focus on financing, the digital divide and AI in classrooms, the recognition of refugee and migrant learners' credentials, gender barriers (including restrictions on girls' education in Afghanistan), and the quality and conditions of the teaching workforce. Delegates must address how to mobilize domestic and international resources, regulate emerging educational technologies, and protect education in emergencies under the Safe Schools Declaration.

### SDG 8: Decent Work and Economic Growth

SDG 8 commits states to promoting sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all. It draws heavily on the ILO Decent Work Agenda, integrating targets on labor rights, youth employment, informality, modern slavery, and the rights of migrant workers, alongside macroeconomic growth indicators. It also links growth to environmental sustainability through targets on resource efficiency. The global labor market has been buffeted by overlapping shocks: the COVID-19 recession, inflation driven by energy and food prices, rising interest rates, and a sovereign debt squeeze across the Global South. The ILO's 2024 World Employment and Social Outlook reports persistent global unemployment of around 5 percent, with youth unemployment more than three times higher, and roughly 2 billion workers in informal employment with limited social protection. Wage growth has lagged productivity in most regions, and an estimated 50 million people remain in conditions of modern slavery according to the 2022 ILO–Walk Free–IOM Global Estimates. Debate now centers on how to manage the twin transitions—green and digital—without leaving workers behind, how to formalize informal economies, how to govern platform and gig work, and how to align trade and investment rules with labor standards. Sovereign debt distress in developing countries (highlighted at the 2025 Financing for Development process) directly constrains domestic capacity to invest in jobs, social protection, and skills.

### SDG 13: Climate Action

SDG 13 commits states to take urgent action to combat climate change and its impacts, explicitly anchored in the UNFCCC process as the primary intergovernmental forum. Its targets cover mitigation, adaptation, climate finance, education, and the specific needs of least developed countries and small island developing states. The 2015 Paris Agreement set the long-term temperature goal of holding warming well below 2°C and pursuing 1.5°C, operationalized through nationally determined contributions (NDCs) on a five-year cycle. The first Global Stocktake, concluded at COP28 in Dubai in 2023, found that the world is not on track and called for transitioning away from fossil fuels, tripling renewable capacity, and doubling energy efficiency by 2030. COP29 in Baku in 2024 agreed on a New Collective Quantified Goal on climate finance of USD 300 billion per year by 2035—an outcome developing countries criticized as far below need. The operational launch of the Loss and Damage Fund and the right to a healthy environment recognized in GA Resolution 76/300 have added a stronger equity dimension. Meanwhile, 2024 was confirmed by WMO as the first calendar year to exceed 1.5°C of warming above pre-industrial levels. Current disputes center on the pace of fossil fuel phase-out, the scale and quality of climate finance, the treatment of carbon markets under Article 6, just transition for fossil-fuel-dependent economies, and the operationalization of loss and damage. Climate-induced displacement also intersects with human rights and refugee law, blurring the boundaries between SDG 13 and other agendas.

### SDG 16: Peace, Justice, and Strong Institutions

SDG 16 commits states to promoting peaceful and inclusive societies, providing access to justice for all, and building effective, accountable, and inclusive institutions at all levels. It bridges the development and peace-and-security pillars of the UN, with targets covering violence reduction, the rule of law, corruption, illicit financial flows, legal identity, and civic participation. It draws on the 2030 Agenda's recognition that there can be no sustainable development without peace, and no peace without development. The global context for SDG 16 has deteriorated since 2015. UCDP and SIPRI data show the highest number of state-based armed conflicts since the end of the Cold War, with major wars in Ukraine, Sudan, Gaza, Myanmar, and the Sahel, and forced displacement exceeding 120 million people according to UNHCR's 2024 figures. Democratic backsliding documented by V-Dem and Freedom House, shrinking civic space, transnational corruption, and illicit financial flows estimated by UNCTAD at hundreds of billions of dollars annually all undermine institutional targets. The 2024 Pact for the Future and its accompanying Declaration on Future Generations sought to reinvigorate multilateral commitments to peace and governance reform. Key debates include Security Council reform, the relationship between the International Criminal Court and major powers, the protection of journalists and human rights defenders, anti-corruption frameworks under UNCAC, asset recovery for developing countries, and the role of digital technologies in either strengthening or eroding institutions. Delegates must navigate sharp divisions between states emphasizing sovereignty and non-interference and those prioritizing accountability and individual rights.
