The Group of 20: Coordinating Global Economic Governance Amid Geopolitical Fragmentation

## Why it matters

The intersection of geopolitics and economics is a critical area of study, as political shifts often precipitate significant economic consequences. Understanding these dynamics is essential for policymakers, business leaders, and academics to navigate an increasingly complex world. This event provides a platform for in-depth analysis, moving beyond superficial headlines to explore the underlying currents that drive global change.

By examining the 'pulse' of geopolitics, participants can gain insights into potential disruptions and opportunities. The discussions will likely touch upon various global powers and their strategic maneuvers, assessing how these actions could ripple through international trade, investment, and development. Such foresight is invaluable for strategic planning and risk mitigation in both public and private sectors. The event's focus on future scenarios underscores the proactive approach needed to address emerging challenges and capitalize on new possibilities.

## How to prepare

To effectively engage with the discussions at El Cisne Rojo 2.0, participants should consider a robust preparatory approach. A key element involves understanding the concept of "red swans" – events that, while perhaps not entirely unforeseen, have significant and often underestimated impacts. This requires a nuanced understanding of global political and economic systems, and how seemingly disparate events can converge to create profound shifts.

Attendees would benefit from reviewing recent geopolitical developments, particularly those involving major global players such as USA, CHN, DEU, BRA, IND, RUS, and ZAF. A strong grasp of contemporary economic theories and their application to international relations will also be advantageous. Furthermore, considering different national perspectives on global challenges, as outlined in the country perspectives section, will enrich the dialogue. Engaging with concepts like "Dynamic Analysis" and "[Hidden Stakeholders](https://modeldiplomat.com/learn/lessons/hidden-stakeholders)" from our lessons can provide a framework for dissecting complex geopolitical and economic interactions, enabling a more informed contribution to the conference's objectives.

Group of 20 (G20)

### The Group of 20: Coordinating Global Economic Governance Amid Geopolitical Fragmentation

The Group of 20 was established in 1999 as a forum of finance ministers and central bank governors in the aftermath of the Asian financial crisis, when it became clear that the G7 alone could not represent the systemic weight of emerging economies. It was elevated to a leaders' summit in 2008 under U.S. President George W. Bush's call to coordinate a global response to the financial crisis triggered by the collapse of Lehman Brothers. In its early summits in Washington, London, and Pittsburgh, the G20 coordinated fiscal stimulus, recapitalized the IMF, and launched reforms of banking regulation through the Financial Stability Board, cementing its self-description as 'the premier forum for international economic cooperation.' Since the immediate post-crisis years, the agenda has broadened well beyond macroeconomic firefighting to include climate finance, debt sustainability for low-income countries (notably through the Common Framework agreed in 2020), international taxation (the OECD/G20 two-pillar deal on a global minimum corporate tax), digital economy regulation, food and energy security, and pandemic preparedness. The presidency rotates annually among members, and recent host countries—Indonesia (2022), India (2023), Brazil (2024), and South Africa (2025)—have used their chairs to push Global South priorities such as sovereign debt restructuring, reform of multilateral development banks, and a fairer green transition. The African Union was admitted as a permanent member in 2023, broadening the bloc's representativeness. Today the G20 is under strain. Russia's full-scale invasion of Ukraine in 2022 fractured consensus, with leaders' declarations from Bali, New Delhi, and Rio negotiated only after difficult language compromises on the war. U.S.-China strategic competition, industrial-policy subsidy races, tariff escalations, and divergent positions on Israel-Gaza and on climate finance obligations have made joint communiqués progressively harder to draft. At the same time, the bloc remains indispensable: its members account for roughly 85% of global GDP, 75% of international trade, and two-thirds of the world's population, making it the only standing format where the major advanced economies, China, Russia, and key emerging powers sit at the same table to address sovereign debt distress, climate finance gaps, AI governance, and the architecture of the international monetary system.
